DESCRIPTION
The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all and has more than 80 primary salaried faculty, 20 secondary faculty, 250+ personnel, 225 postgraduate students, and over 650 undergraduate majors. The School includes activities in the public health disciplines of biostatistics and bioinformatics, epidemiology, global health, health policy, health behavior, health equity, public mental health, environmental and climate health, and preventive medicine. The School has strong collaborative research programs facilitated by Research Centers of Excellence focused on wireless and population health systems, health promotion and equity, women’s health, and tobacco control, and has extensive collaborations with the School of Medicine, Jacobs School of Engineering, the Scripps Institution of Oceanography, Moores Cancer Center, Design Lab, Qualcomm Institute, ACTRI, HDSI, Skaggs School of Pharmacy, and with other partners across the UC San Diego campus. Partnerships with the community and health agencies are fundamental to the School. The School houses five recharge cores providing services to UC San Diego and external customers. Research in the School includes ~$125M total awarded grants and contracts. The School has and administers two PhD programs (public health and biostatistics), a Master of Public Health professional degree program, a MS in Biostatistics, the only Health Sciences undergraduate program (BSPH), a Master of Applied Science in Leadership of Healthcare Organizations run in conjunction with UC San Diego Extension, and a Preventive Medicine Residency program.
The Shelter Administrative Manager will be responsible for managing multiple complex, medium to large extramurally funded projects for the Asylum Seeker Clinic, working independently on the development, execution and overall management of the project(s).
The Shelter Administrative Manager will work closely with program leadership, including the executive medical director, to manage the operations of a statewide project. The incumbent will manage the development of the new operating systems, which will be designed specifically for this project. Manage the daily operations of the project: taking charge of communication between the program and participating agencies or institutions, managing the workflow of project staff, and ensuring all project goals are met and on schedule. The position will also serve as the main contact between the project and the site contractors for the project. Participates in the preparation of grant proposals and scientific manuscripts for publications on project findings. Contributes original ideas pertaining to the planning, development, modification, and execution of research studies that build upon existing work and hypothesis generation.
Uses advanced technical expertise and program management concepts to analyze and develop state-wide training deliverables and evaluate progress towards goals and objectives. Works on highly complex program training issues, where analysis of situations requires an in-depth evaluation and understanding of program strategies and objectives. Exercises judgment in selecting methods and techniques for program development, data analysis, and progress. Serves as “lead” and subject matter expert.
MINIMUM QUALIFICATIONS
Bachelor’s degree in related area and / or equivalent experience / training.Continuing education in related field required.
Five (5) or more years of relevant experience.
Advanced knowledge of scientific area and understanding of how work may impact other areas.
In-depth analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Advanced verbal, written and interpersonal communication skills and presentation skills. Excellent written (using correct English grammar, spelling, and punctuation), verbal and interpersonal communication skills including tact, diplomacy, and flexibility in order to work effectively with co-workers, supervisor, investigators at other sites, study participants, local university administrators, and UCSD and regulatory personnel.
Advanced knowledge of organizational and governmental policies, procedures and regulations.
Advanced knowledge of and skill in delivering programs.
In depth knowledge of current community educational programs and trends.
Knowledge of managing a portfolio of business and management courses at the university level.
Skill in using business software systems in the completion of work assignments; i.e. Word, Excel, Access, PowerPoint. Advanced computer skills including knowledge of PC software applications such as Word and Excel to produce manuscripts, reports, correspondence, graphs, and spreadsheets to generate, track, and analyze required data. Demonstrated ability to navigate and utilize electronic mail systems and the internet to conduct searches, etc. Strong practical knowledge and experience in developing, implementing, and managing public health programming.
Advanced organizational skills to manage multiple projects simultaneously to meet objectives within prescribed timelines, budgets and other resources. Demonstrated ability to work independently, accurately with attention to detail, maintain confidentiality, and function effectively under deadline pressures to fulfill assignments on schedule. Excellent organizational skills.
Advanced ability to network with affiliated organizations outside of the university to advance program effectiveness.
Demonstrated leadership and management skills. Strong decision-making skills and ability to use independent judgment to quickly set priorities and to solve problems. Demonstrated ability to respond effectively to unexpected events and crises.

Thorough knowledge of and experience with HIPAA regulations and informed consent procedures.

Advanced practical knowledge and experience in UCSD procedures including onboarding, hiring, and reimbursement
Demonstrated experience in prioritizing workload independently and giving direction to other team members.
Demonstrated experience in project development and coordination, strategic planning, grant writing and development. Ability to contribute important original ideas pertaining to the planning, development, modification, and execution of new research studies and ancillary studies that build on existing work.

PREFERRED QUALIFICATIONS
Graduate degree in public health, or related field.
Advanced skills to conduct needs assessment and development of new presentations / courses to meet organizational needs.
Advanced practical knowledge and experience in the development of programmatic and/or clinical intervention related to tobacco control.
