This position works within the St. Louis County Judicial Administration Information Technology Department at the St. Louis County Circuit Court. Work is conducted under the supervision of the IT Project Manager and involves report creation and application development/maintenance in a client/server environment. This position will develop and modify programs and reports for database applications developed in Visual Studio, .Net, C++ and Cognos.
The typical starting salary range is between $50,856.00 – $61,027.20 annually depending on candidate’s qualifications and experience as well as budgetary considerations. Create adhoc reports in Cognos for Court staff, including Judiciary, Court Administrators, Circuit Clerk and Directors.
Maintain legacy Court-developed applications.
Modify and/or refine existing system application programs by analyzing current methods and users’ automation requests.
Assist in the development of complex systems.
Test purchased and internally developed applications.
Gather and analyze information from a variety of personnel involved in system usage.
Analyze feasibility of proposed systems to determine impact and cost effectiveness of any changes.
Document system specifications including database models, screens, and reports.
Install and maintain custom application software on end-user devices.
Provide users technical support and training.
Perform related work as required.
Bachelor’s Degree in Computer Science and two years of systems programming experience; or an equivalent combination of training and experience. Experience with MS SQL Server, MS Access databases, JavaScript, web development and/or PowerShell experience is desirable.
SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant’s education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.
Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant’s earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
