Senior Technical Lead – Namibia
Project Overview and Role:
Palladium
is currently seeking Senior Technical Lead to support implementation of a USAID Namibia buy-in
under the Translating Data for Implementation (Data.FI) award which is a
five-year global project funded by the U.S. President’s Emergency Plan for AIDS
Relief (PEPFAR) and the U.S. Agency for International Development (USAID).
Data.FI partners with PEPFAR programs to accelerate and sustain access to
high-quality data to expedite HIV and COVID-19 epidemic control and
maintenance. Data.FI supports host country governments to enhance existing
health information systems (HIS) and conduct in-depth analysis of epidemiologic
and program data to inform management responses to gaps in programming and
sustain impact by supporting local partner transition.
In Namibia, Data.FI will support the government (MOHSS,
MYSNS, MGEPESW) and USAID to support
information system strengthening, reporting and data quality, data use and
capacity building. The Senior Technical Lead will
work directly with USAID and the three line ministries to strengthen their
information systems and use of data to inform ministry decisions. They will
manage two in country staff and be matrixed to two agile staff from our Kenya office.
In collaboration with the Global Fund,
Data.FI will also be supporting the MOHSS and PEPFAR Namibia to conduct an
integrated biological-behavioural survey amongst key populations in
Namibia. The consultant will work with
technical leads from Johns Hopkins University (JHU), local data collection
firms, and government stakeholders to ensure smooth coordination and
implementation of the research study.

Reporting and Supervision
The Senior Technical Lead will report to Data.FI’s Regional Manager
Primary Duties and Responsibilities
*Support the identification of data needs from MOHSS, MYSNS and MGEPESW
*Manage and finalize requirements documents and functional specifications for DHIS2 based solutions.
*Oversee development, updating, and maintaining DHIS2 solutions-related documentation and manuals
*Manage project timeline and resources to ensure deliverables and milestones are met
*Ensure delivery of high-quality digital products, in accordance with agreed-upon specifications.
*Lead the design of capacity building curriculums and implementation including training of trainers, virtual micro trainings and on-the-job trainings to strengthen ministry staff capacity to use the information system, improve data quality and use data to inform decision making.
*Represent Palladium and the Data.FI project to governments, donors, and other stakeholders, providing thought leadership at international meetings, ministry-level events, technical working groups and communities of practice.
*Foster and develop partnerships, collaborations and strategies, strengthening relationships for country ownership of projects at MOHSS, MYSNS, MGEPESW.
*Establish and maintain clear communication channels with MOHSS, MYSNS, MGEPESW and USAID, in partnership with Palladium HQ and regional staff.
*Liaise with Global Fund stakeholders and Principal Recipient for coordination on IBBS study logistics, as needed.
*Contribute to knowledge management efforts aimed at tracking impact of COP activities.
*Plan and manage in-country logistics for training, workshops, and associated travels.
Key Competencies Required
*Master’s degree in public health, information systems M&E, business administration, public policy, international development, or health informatics.
*Solid understanding and experience using DHIS2.
*Knowledge of project management principles and ability to work with multi-disciplinary teams.
*Ability to effectively write technical documents and training curriculums, lead meetings, develop and conduct trainings and deliver presentations.
*Previous experience working with MOHSS, MYSNS, MGEPESW desired.
*Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, TEAMS), experience with software development and Business Intelligence tools an advantage.
*Written and verbal fluency in English required; knowledge of Namibian languages preferred.
*Excellent written and verbal communication skills.
*Ability to work in a dynamic and agile environment with changing requirements and priorities.
*Work authorization in Namibia
Professional Expertise
*Knowledge and experience applying the Principles for Digital Development.
*Knowledge and experience in managing user requirements and software development projects.
*Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels, including key populations
*Previous experience working with Global Fund, USAID-supported implementing partners and local partners.
*Strong organizational, stakeholder management and people skills required, strong relationships with MOHSS, MYSNS, MGEPESW and Namibian government.
Key Deliverables :
*Training curriculum for Training Of Trainers (TOT) for each ministry.
*TOTs facilitated and training reports developed
*On-the-job trainings held with ministry staff and micro-training videos developed
*Facilitate feedback sessions for draft materials and guidance documents of relevant in-country stakeholders.
