JOB PURPOSE:
Under the supervision of the Deputy Senior Director of Operational Business Development, the Director of Grants and Contracts will design, implement, and lead an effective and robust grants and contracts organizational management function in accordance with Endeavors’ policies and procedures, funders’ rules, applicable laws, and government regulations.
The ideal candidate should demonstrate excellent attention to detail, program management experience, leadership qualities, and should possess knowledge of private, public, and government contract and grant requirements.
ESSENTIAL JOB RESPONSIBILITIES:
Functions as a key leader and is a subject matter expert on cradle to grave proposal management for grants and contracts.
Develops and implements best practices and systems to ensure proactive oversight and management, timely submission of Endeavors’ proposals for grants, contracts, and sub-awards, to include execution of color reviews and proposal compliance matrices.
Develops and manages a process to produce quality and funder-compliant responses for all Endeavors grant and contract submissions. Streamlines operations and management of resources required for proposal preparation.
Works closely with Director of Operational Growth in monitoring opportunities across the lines of service, percentage of submission and win percentage.
Collaborates with Pricing Expert to incorporate budget and pricing documents into proposals.
Develops a network of internal liaisons who are responsible for grants and contracts matters across Endeavors, and provides coaching, technical subject matter expertise and staff training.
Remains current on changes within the industry through publications and continuing education and creates and maintains an up-to-date resource and content library for Endeavors.
Works in close collaboration with Proposal Manager staff to ensure compliance on grants, contracts, and subaward submissions and develops procedures, tools, and templates to execute.
Serves as an advisor to Senior Directors and Operational Business Development to play a key role in opportunity tracking, the proposal development process, including preparing contractual documents, reviewing solicitations, coordinating terms and conditions with Legal, and reviewing proposals for compliance prior to submission.
Serves as an advisor to Senior Directors and Operational Business Development in proposal management processes.
Provides staff development, mentoring and training on terms and conditions, policies and procedures, professional development, and other matters related to their growth as grants and contracts professionals.
Other duties as assigned.

ESSENTIAL QUALIFICATIONS:
EDUCATION: Bachelor’s Degree required. Advanced degree in finance, business administration, or related field preferred.
EXPERIENCE:
Prefer 5+ years’ experience directing the development of proposals for grants, and contracts at a local, state, and federal level, including a basic understanding of fundamental grant and contract regulations.
Demonstrated leadership experience and supervising a grants and contracts functions/teams is a must.
Demonstrated experience in local, state, and federal procurement or grant/contract activities, including proposal writing, pricing, and market analysis (5+ years).
Experience in handling multiple projects simultaneously under tight deadlines.
Strong organization and project management skills.
Highly proficient in Customer Relationship Management Systems
Strong computer skills, including experience maintaining and manipulating a database. Highly proficient in Microsoft Office (Word, Excel, and Outlook) and relevant software.
ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion.
LICENSES: Driver’s License with clear record. Project Management Professional certification (preferred).
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates.
