PURPOSE
Under general direction, is responsible for the day-to-day operations of the employee and labor relations or workforce planning, full-cycle recruitment, and talent acquisition functions for the City of Henderson; and performs related duties as assigned.
ESSENTIAL FUNCTIONS
• Builds strong business relationships with assigned departments to develop a deep knowledge of their employees, business operations, and processes
• Ensures Human Resources strategies, policies, and initiatives align with the organizations overall business strategy and align with the department’s culture, needs, and operations
• Collaborates with Human Resources Managers to ensure that effective and productive working relationships are developed and maintained with all Unions, Departments, and within the Human Resources Department
• Works with the Training and Organizational Effectiveness Team to develop and deploy succession planning programs and/or evaluate departmental training needs
When assigned to Recruitment and Talent Acquisition
• Provides strategic recommendations for short-term and long-term workforce planning and staffing opportunities, organizational structure and staffing levels, reclassifications, retirement projections, talent acquisition and recruitment objectives and strategies, job description requirements, and other Human Resources needs
• Responsible for full-cycle recruitment and talent acquisition processes, including developing recruitment strategies and recruitment outreach programs, executing high-level and highly complex recruitments, developing assessments, and oversight of the recruitments assigned to Recruitment and Talent Acquisition staff
• Assists the Human Resources Manager with oversight of the pre-employment, pre-hire, and onboarding functions, including employment verifications, criminal background checks, drug and physical screening, and new employee onboarding and orientation
• Supervises, mentors, and provides guidance to Recruitment and Talent Acquisition staff in all aspects of recruitment, talent acquisition duties, and background and onboarding processes
• Develops, reviews, and revises job descriptions; assists with compensation analyses and other compensation reviews and requests
• Assists with management of the talent assessment program by researching, interviewing, evaluating, and providing recommendations for talent assessment vendors who assist in the development, validation, and implementation of talent assessment and selection tools and conduct assessments as requested
• Assists with Employee and Labor Relations functions as needed
When assigned to Employee and Labor Relations
• Performs Employee and Labor Relations functions for assigned areas including performance management, mediation functions, employee coaching, disciplinary procedures, investigations, and accommodations under the Americans with Disabilities Act (ADA)
• Assists the Chief Labor Negotiator and Human Resources Manager in preparing for labor negotiations and other aspects of the collective bargaining process; ability to assist with labor negotiations and grievance process
• Consults with and provides advice to City Departments regarding disciplinary actions, grievance processes, contract interpretation, City policies and procedures, and other employee and labor relations matters.
• Oversees the FMLA, ADA, LWOP, and military leave programs
• Assists with Recruitment and Talent Acquisition functions as needed
MINIMUM QUALIFICATIONS
• Bachelor’s Degree from an accredited college or university in Business, Human Resources Management, or a closely related field
• Five (5) years of human resources generalist, supervisory, or management experience in multiple human resources disciplines
• Note: An equivalent combination of related education, training, and experience may be considered
• Must pass a nationwide fingerprint-based record check, and a wants/warrants check
• Must complete and maintain Security Awareness and National Crime Information Center (NCIC)/Nevada Criminal Justice Information System (NCJIS) certification within six months of hire/transfer and as a condition of continued employment
• Desirable: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), International Public Employers Management Association for Human Resources Certified Professional (IPMA-CP), or International Public Employers Management Association for Human Resources (IPMA-SCP)
KNOWLEDGE, SKILLS, AND ABILITIES
• Thorough knowledge of the rules, regulations, policies, procedures, principles, and practices of public personnel administration encompassing multiple human resources disciplines, including employee relations, compensation, organizational management, benefits, training, performance management, and recruitment; Federal and State Laws, local, and labor laws and ordinances related to personnel functions; legislation such as the ADA, ADEA, CRA 1964,1991, and FLSA; administrative laws such as those developed by OSHA and the UGESP (1978); City of Henderson Civil Service Rules and Labor Agreements; the principles and practices of supervision; research methodology; statistical procedures, calculations, and interpretation
• Skill in analytical and critical thinking; communicating effectively verbally and in writing; preparing clear and concise written materials using correct grammar, spelling, and punctuation
• Ability to establish and maintain effective working relationships with those contacted in the course of work; read, interpret, and apply rules, regulations, policies, procedures, laws, court decisions, and labor agreements; work independently and use initiative; set priorities, organize large projects, and implement new procedures; perform complex statistical operations, analyze, summarize, draw conclusions from, and effectively present data, and apply the information to related issues; and maintain confidentiality of personnel issues
