DESCRIPTION
The Human Resources Generalist in the School of Biological Sciences provides a full range of personnel and payroll support to the entire School’s population of career and limited/casual staff, postdoctoral scholars, visiting graduate students, and visiting scholars.
Under the guidance of the HR Manager and with work direction from the Lead HR Generalists, the HR Generalist assumes autonomous analytical and administrative responsibilities in coordinating the daily operations of personnel, payroll, and benefits functions at the School. This encompasses staff, students, postdoctoral scholars, visiting graduate students, visiting scholars, graduate student researchers (GSRs), and Teaching Assistants (TAs). The HR Generalist analyzes HR issues, provides expert advice, training, and policy interpretation to Biological Sciences management and staff. The role involves staying informed about changing labor policies across the 9+ union contracts within BioSci.
Duties include analyzing, researching, and implementing policies related to classification, appointments, compensation, recruitment, employment, performance evaluations, grievance/disciplinary actions, Equal Employment Opportunity/Affirmative Action, benefits administration, separation/layoffs, leaves of absence, staff merit, visa applications/renewals, payroll, and occupational health issues. The HR Generalist also assists the HR Manager in employee and labor relations, actively participates in planning, and contributes to the development of department personnel and payroll procedures, programs, and systems.
Utilizing campus databases such as RSAS, UCPath, Handshake, HireOnline, JDOnline, and VGS, the HR Generalist processes new hire requests, reviews/edits job descriptions, and manages recruitment actions. The role involves working with supervisors and campus departments to process reclassifications and equity requests for staff positions.
The HR Generalist monitors and tracks probationary and annual performance evaluations for staff. In collaboration with the HR Manager, the HR Generalist addresses performance issues and counsels supervisors on staff on the appopriate disciplinary action, as needed. Responsible for escalating issues to Labor Relations and Employee Relations if needed. The role also involves assisting in the confidential mediation of disputes between staff, advising faculty and supervisors on layoff and RIT procedures, and evaluating requirements for positions. The HR Generalist oversees paid and unpaid leaves of absence, including Family and Medical Leave Act, disability eligibility, and Workers Compensation, providing timely documentation.
The role requires utilizing computer software and databases for the extraction, compilation, and analysis of payroll/personnel data, preparing comprehensive reports as assigned by the HR Manager. The HR Generalist actively participates in the development, implementation, and maintenance of record-keeping required for personnel and payroll administration.
The HR Generalist will partner with hiring managers to assist with recruitment for all Staff, Undergraduate Student, Postdoc, Visiting Scholar, and Visiting Graduate Students. Identify appropriate titles and pay ranges, assisting hiring managers with navigating various UC systems, obtaining appropriate campus approvals for hires, and ensuring the timely completion for hire requests are essential functions of the position.
Additionally, the HR Generalist coordinates the administration of the postdoctoral scholar program for assigned labs, works with fund managers, and provides new hire orientation. The role involves processing GSR and TA appointments, staying informed about policy changes, auditing Business Activity Hub (BAH) reports, and resolving issues related to GSR payroll. The HR Generalist also partners with PIs and lab managers to hire undergraduate students, trains and orients student employees, and processes student reclassification and equity increases.
Moreover, the HR Generalist explains university policy and immigration regulations to faculty and internationals, serving as a liaison between the School and the International Services Engagement Office (ISEO). The role involves consulting ISEO for visa and immigration issues, initiating and implementing complex documentation to meet guidelines, providing assistance with J-1 and H1-b visa applications, F-1 OPT, advising on TN and visa waivers, and staying updated on changing laws and regulations. The HR Generalist oversees and processes transactions in UCPath for personnel, including complex transactions, and participates in ongoing UCPath training. Perform other duties as assigned.
QUALIFICATIONS
Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.
Knowledge of organizational policies and procedures and knowledge of functional area. Proven ability to evaluate, interpret, and implement policies and procedures relevant to payroll and employment, for represented and non-represented employees.
Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.
Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. Experience with on-line payroll/HR systems and ability to use data processing software and relational database systems to process full range of personnel actions (recruitment, timekeeping, merit increases, funding changes, etc.).
Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Excellent written communication skills with a demonstrated ability to write concisely, persuasively, and to clearly summarize information. Excellent skill proofreading documents for accuracy, clarity, grammar, syntax, and continuity.
Demonstrated ability to handle difficult or volatile situations / individuals effectively. Skills in problem-solving and conflict resolution.
Demonstrated experience working with a broad scope of complex personnel and related functions, such as recruitment/selection, compensation, employee relations, reviews/evaluations, benefits administration, and termination/layoffs.
Demonstrated experience performing job analysis and creating job descriptions; knowledge of appropriate classification and compensation levels for research, technical, professional, administrative, clerical, and labor positions.
Ability to act independently and exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher-level consultation and/or group collaboration.
Strong demonstrated organization, problem solving, and communication skills. Ability to prioritize, follow through on tasks, pay attention to detail, handle multiple priorities, and complete work in a timely manner. Ability to respond to urgent requests and function well in a high-volume environment with frequent interruptions.
Strong interpersonal skills and the ability to interact with a diverse group of individuals, using tact, diplomacy, and sensitivity; ability to develop and maintain good working relationships with employees, faculty, managers, supervisors and campus administrators.
Proven ability to maintain strict confidentiality and use discretionary practices
Experience with processing visas and ability to independently manage full scope of immigration issues.
Experience with leave administration (FML, PDL, Workers’ Comp, Disability, etc.)
Strong computer skills in a PC environment using various business software programs (spreadsheets, word-processing, and databases) with a willingness and ability to update and increase skills and knowledge as needed.
Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.
Knowledge of unit academic culture and educational goals of discipline(s) served.

Pay Transparency Act
Annual Full Pay Range: $48,900 – $102,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $23.42 – $48.99
