Salary Range: $60,728 – 104,398
The Baltimore City Health Department (BCHD) seeks aGrants Compliance and Oversight Analyst-GSS III.
Founded in 1793, BCHD is the oldest health department in the country, with 1,000 employees and an annual budget of $208 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.
The Grants Compliance and Oversight Analyst will be responsible for assisting in establishing uniform policies/procedures for program and subrecipient monitoring. The incumbent must have an in-depth and complete understanding of the Federal Uniform Guidance as it relates to 200 Code of Federal Regulations (CFR). The incumbent is responsible for ensuring all services provided are compliant with all federal, state and local guidelines.
This position will work closely with the Grants Compliance & Oversight Manager as well as the Department Finance’s Audit and Compliance Manager. This position will receive direct supervision from the Grants Compliance & Oversight Manager.
Essential Functions and Responsibilities include, but are not limited to:
• Assist in providing programmatic oversight and monitoring of programs and
subrecipients receiving Federal American Rescue Plan Act (ARPA) funding.
• Provide training and technical assistance to program team to ensure compliance with laws, regulations, program guidelines, and contractual obligations.
• Assist with establishing policies and procedures for enforcement to assure adherence to laws and regulations relating to ARPA guidelines.
• Assist in the development of a report framework to perform internal/external
monitoring of programs/subrecipients respectively for compliance.
• Advises superiors on program performance and makes recommendations for program enhancements to address findings.
• Research, review, and analyze Federal Uniform Guidance (200 CFR) requirements to ensure compliance with ARPA funding.
• Perform related work as required.
Required Experience & Qualifications:
This is a temporary full-time, non-civil service position, for a maximum of two years with no guarantee of permanent employment and a comprehensive benefits package.
