Country Role:

Strategic partner to sub-regional leadership and help enhance performance through appropriate advice and delivery of People best-practice service.

Key responsibilities will include proactive relationship management and HR advisory and support through close partnership with Regional GM & Hotel leadership teams with regards to driving talent acquisition, talent development initiatives, international mobility, Comp & Ben, and standard HR operations matters.

• Closely work with Regional HR Director -SEA and Regional GM for the HR strategy/tactics and set the yearly people target for the regions.
• Provide a full range of consultation and support to designated population in all HR matters, and provide HR functional coaching for the hotel HR team members in your region.
• Manage People related and HR new projects/initiatives including Performance Management, Talent Review, Year-End Compensation Process, Diversity and Global Team Member Survey etc.
• Partner closely with all HR Functional Experts to lead the sub-region implementations of new policies and programs in areas of Compensation & Benefits, Recruiting, and Talent Management to support strategic initiatives in reaching the business goals.
• Manage the talent pipeline and succession plan in the sub-region level to make sure a strong HIPotential talent pipeline to support the fast growing business, including leveraging the talent resource, talent development, and L&D resources.
• Collaborate with University Alliances project leader in facilitating the universities’ relationship, follow up and monitor the MT/intern programs happening in our hotels.
• Manage ad-hoc requests and projects such as HR related transactions, Pre-opening projects, headcount/FTE approval requests and other projects and responsibilities as necessary.
• Collaborate with sub-regional Human Resource partners to ensure the delivery of HR services and solutions.
• Closely drive & monitor the region’s/hotel’s 4 box potential matrix updates, HR dashboard, People Audit & other tools and provide the counseling and guidance to the hotel HRs for the improvement.
• Establish and maintain links to the external marketplace/competitor landscape.
• Collaborate with Regional GM and hotel GMs to communicate with the owners regarding to Human Resources initiatives & programs.
• Assist Regional GM to prepare the pre-opening budget before the hotel DHR comes on- board.
• Manage HR Operations in the respective regional office/hotel position is based.
• Drive & manage the HR Talent Pipeline Program
• Provide support & guidance to new DHRs
• Assign buddies to new DHRs
• Attend monthly SEA HR conference calls/Meetings
• Conduct monthly meetings/calls with DHRs of each sub-region
• Involves in the 4D recruitment process in all the hotels in the region
• Collate, check and consolidate HR reports from the region for Singapore office.
• Advises GMs and HRD/HRMs in the region on business strategy and the operating plan as they relate to HR issues, helping departments initiate and manage change.
• Advises GMs and HRD/HRMs in the region on organizational and job design
• Advises GMs and HRD/HRMs in the region on Salary grades
• Advises GMs and HRD/HRMs in the region on the Department Managers’ HR effectiveness
• Supports and champions excellence in customer service
• The key driver to the GTMS action plans and the training hours within the hotel and region
• Advises GMs and HRD/HRMs in the region on the reward and recognition programs and celebratory events
• Advises GMs and HRD/HRMs in the region on owner relationship in relation to Human Resources matters.

Property HRD role

• Establish and implement annual objectives for the Human Resources Department.
• Establish, maintain and ensure adherence to all personnel-related policies and procedures.
• Ensures that the hotel is adhering to all Company/Hotel Human Resources Policies and
• Procedures.
• Ensures that the Department’s activities are aligned with the Corporate Human Resources
• Strategy, and that the Hotel Actions have been implemented where appropriate.
• Co-ordinates and monitors the activities of the Human Resources Division.
• Ensures  that  government-stipulated  Team  member  legislation  is  strictly  followed  and implemented.
• Oversees the hotel’s Team member welfare programmes, ensuring that the benefits supplied are relevant and competitive in the local market place.
• Ensures that the necessary Human Resources forms are forwarded to the Divisional/Regional
• Human Resources Specialists promptly.
• Conducts regular Departmental Communication Meetings.
• Supports the hotel’s focus on service excellence by training and assisting others to train people to provide exceptional service to the hotel’s external customers (guests).
• Ensures that Human Resources personnel provide the appropriate level of professional, courteous and caring service to other Team members (internal customers) and other visitors to the division.
• Collaborate  with  University  Alliances  project  leader  in  facilitating   the  universities’

• Handles all guest and internal customer complaints and inquiries in a courteous and efficient manner, following through to ensure problems are resolved satisfactorily.

• Direct administration of performance appraisals in all departments.
• Facilitate & organize GTMS and the feedback.
• Discipline  HR  team  members  and  give  advices  to  other  HODs  in  company  disciplinary procedures and matters.
• Supports the financial objectives of the hotel through proper and efficient management.
• Prepares the Annual Human Resources Budget.
• Maintains efficient staffing levels and payroll systems, helping Division/Department Heads to maximise productivity and minimise unnecessary payroll costs.
• Researches and proposes competitive compensation/benefits/incentive packages.
• Ensures that the Department’s operational budget is strictly adhered to, that all costs are controlled and expenditures are properly approved.
• Ensures that all hotel, company and local rules, policies and regulations relating to financial record keeping, money handling and licensing are adhered to, including the timely and accurate reporting of financial information.
• Ensures that a strong Team member Communications Programme is implemented that maximises team member’s awareness of Hilton World wide’s Strategy and operating philosophy/concepts.
• Ensures that team member Facilities are maintained according to Hilton World wide’s high standards of operation.
• Serve as member of the 4D and work closely with all Executive team members in supporting and achieving the hotel’s goals and objectives.
• Maintain safety and cleanliness of work areas and team member areas, including, but not limited to, the team member restaurant and locker rooms.
• Represents the hotel in union negotiations and related activities, working closely with the
• Divisional Human Resources Specialist and the hotel Management Team accordingly.
• Ensures that all Team members are treated fairly and consistently as outlined in their terms and conditions of employment, local legislation, and company/hotel policies and procedures and hotel team member handbook.
• Oversees the hotel’s recruitment and selection process, providing Division and Department
• Heads with effective and efficient recruitment solutions.
• Supports the development of supervisory and management personnel in the hotel, through the implementation of 4 Box Potential Matrix, an effective succession plan, coaching/mentoring programme and by assisting the Training Manager with selected Leadership Series courses.
• Oversees the training and development function for all hotel team members.
• Assists in the training of Human Resources team members making sure that they have the necessary skills to perform their duties in the most productive way.
• Ensures a strong professional relationship with all levels of team members within the hotel, taking an active interest in their welfare, safety and development.
• Ensures that all HR team members report for duty punctually, wearing the correct uniform and name tag at all times.
• Ensures that  HR team members maintain a high standard of personal appearance and
• hygiene and adhere to the hotel and department’s grooming standards.
• Encourages HR Team members to be creative and innovative, challenging and recognising them for their contribution to the success of the operation.
• Ensures that all team members in the hotel have a complete understanding of and adhere to team member rules and regulations.
• Ensures  that  Team  members  follow  all  hotel,  company  and  local  rules,  policies  and regulations relating to fire and hazard safety, and security.
• Oversees the action plans of Team member Engagement Survey as developed by department heads and ensures that the relevant changes are implemented.
• Conducts annual Performance Development Discussions with team members, supports them in their professional development goals.
• Is knowledgeable in statutory legislation in team member and industrial relations.
• Oversee and investigate all team members’ relations and labor-related matters as they relate to federal, state and local employment laws.
• Understands and strictly adheres to Rules and Regulations established in the team member
• Handbook and the Hotel’s policies concerning fire, hygiene and health and safety.
• Ensures high standards of personal presentation and grooming.
• Maintains   strong,   professional   relationship   with   the   relevant   representatives   from competitor hotels, business partners and other organisations.
• Responds to changes in the Human Resources function as dictated by the industry, company and hotel.
• Adhere to the hotel’s security and emergency policies and procedures.

Requirements

What are we looking for?

Required Qualifications

• Bachelor’s degree in Human Resources or related field/equivalent.
• At least 8 – 10 years progressively responsible experience in Human Resources with exposure to and demonstrated competence in all functional areas. Strong relationship management skills with strong track record of establishing credibility and delivering results.
• Strong knowledge of Malaysia local labor legislation.
• Fluency in English and knowledge of an Asian/ local language preferred.

Preferred Qualifications

• Advanced degree preferred.
• 10 – 12 years of partnership and/or hospitality industry experience preferred.
• In-depth knowledge of contract negotiation.
• Experience implementing Human Resources Information Systems.
• Analytical; knowledgeable of statistics
