*Supervision Exercised: *Assigns and directs the work of all employees at the golf course.
*Supervision Received: *Receives assignments from the Golf Course Manager or designated representative with opportunities to exercise considerable independent judgment.
*General Purpose of the Position: *The purpose of this position is to manage, supervise and administer the City of Bradenton’s Municipal Golf Course in such areas as budget, advertising, event planning, and supervision, computer systems, and Pro Shop retail sales. Management and direction of assigned staff is conducted with considerable independent judgement and initiative under the direct supervision of the Golf Course Manager.
*Essential Duties and Responsibilities: *
· Act in a public relations capacity for the golf course and for the City via extensive public contact.
· Responsible for assisting the Golf Course Manager in all phases of the municipal golf complex operations.
· Maintain efficient and accurate computer systems for accounting and bookkeeping relative to departmental budget, golf reservations, point of sale, and inventory control.
· Assemble information needed for contract negotiation and assist in supervision of ongoing operations of the golf course.
· Inspect maintenance and repair work for satisfactory completion.
· Oversee the acquisition of merchandise and supplies required for the ongoing operation of the Pro Shop.
· Directs and supervises the entire operation of a top tier municipal golf facility, including all contract agreements and labor operations, concessions/alcohol facilities, golf shop, construction projects, facility maintenance, and related activities.
· Perform employee performance evaluations, approve timesheets, vacation and sick leave, recommend disciplinary action and other employee activities.
· Monitors the performance of all daily operations, functions, services, and programs; ensures high standards and total customer satisfaction.
· Manages and oversees all accounting, inventories, banking, audit procedures, cash flow, and establishes controls to safeguard funds and assets with minimal subsidies while striving for positive cash flows.
· Oversees the care and maintenance of all physical assets and facilities.
· In conjunction with the Golf Course Manager, prepares and manages annual operating budget.
· Oversees golf marketing initiatives including all promotional materials, play recruitment, yield management, golf packages, and outside events.
· Establishes and monitors compliance with all purchasing policies and procedures.
· Ensures compliance with all State and local regulations pertaining to food, beverage, liquor, merchandise sales, and course operations and maintenance.
* Initiates and oversees strategies to attract customers with a variety of innovative functions, programs and events including non-golf related.
* Coordinates and ensures all written correspondence, reporting, newsletters, marketing, and communications for the golf operation are accurate and complete.
* Develops active and effective public relations programs for the purpose of stimulating community interest, pride and enthusiasm relative to the golf course and operation.
* Coordinates with Golf Course Manager on design additions and alterations of the golf course property and facilities; compiles necessary estimates/quotes and coordinates proposals in accordance with standard operating procedures.
* Directs and participates in the compilation and maintenance of all records pertaining to facility income and expenditure, including construction, purchasing, payroll, retail sales and other fees. Oversees preparation of and approves daily, monthly, bi-annual, and annual financial and audit reports.
* Maintains courteous and pro-active relationships with the public served by the various facilities and to tactfully and efficiently respond to complaints and issues that may arise and provides resolution of escalated customer service situations.
* Oversees the development and accuracy of operating procedures and training manuals.
* Coordinates with Golf Course Manager on developing long range and annual business goals/plans for the facility.
* Oversees preparation of weekly staff schedule to assure proper coverage to meet business needs within the budget.
* Actively participates in committee/staff/public meetings representing the facility.
* Positively represents the City of Bradenton and the Golf Course to patrons and the general public.
* Manages and leads all golf course staff and is involved in hiring, managing, guiding and coaching personnel.
* Directly or, through vendor oversight, responsible for the safety of both the public and employees relative to the use of machinery, insecticides, fungicides and fertilizers; makes assignments and schedules work to facilitate the most efficient and productive use of employee time and talent.
* May act as Interim Golf Course Manager in the Manager’s absence.
* Perform other duties as assigned.
*Skills and Physical Abilities Required: *
· Knowledge of both the game of golf and the best modern practices in golf course operation.
* A thorough understanding of golf and business operations of a municipal golf course with concessions and alcohol facilities is an essential competency of this position
* Knowledge of public administration and management with specific reference to the basic principles of organization and finance.
· Knowledge of bookkeeping procedures and accounting systems including computer/accounting procedures, practices and equipment is required.
* Functional knowledge of Agronomy/Turf Management essential.
· Knowledge of computer management programs necessary to the ongoing operation, tee time system, point of sale, inventory control systems, and each program in the City network system.
· Knowledge of research techniques and of the available sources of information.
· Knowledge of statistical concepts and methods.
· Knowledge of business English, spelling, and arithmetic.
· Knowledge of modern office procedures, practices, and equipment.
· Knowledge of marketing and advertising techniques.
· Ability to make computations and tabulations with speed and accuracy.
· Ability to maintain complex records and to prepare reports from such records.
· Ability to analyze facts, exercise sound judgment, and to arrive at sound conclusions.
· Ability to understand and follow oral and written instructions.
· Ability to establish and maintain effective working relationships with City officials, other employees, and the general public.
· Inside and outside activities with no effective protection from weather changes, noise, vibrations, job hazards, and atmospheric conditions.
* Strong organizational, planning and prioritization skills.
* Ability to maintain and promote a positive professional image within the community both for the City and for the Golf Course facilities.
* Ability to make decisions in accordance with rules, regulations and established policies and procedures of the River Run Golf Links and the City of Bradenton.
* Ability to express oneself clearly and concisely, orally, and in writing.
* Ability to understand and to follow complex oral and written instructions.
* Ability to understand, operate and develop computer management programs necessary to the ongoing operation of the Department.
* Ability to establish and maintain cooperative and effective relationships with the general public, City officials, and City employees is essential.
· This is medium work requiring exerting up to fifty (50) pounds of force occasionally and up to twenty (20) pounds of force frequently.
· Work requires considerable physical activity including walking, lifting, reaching, stooping, pulling, grasping, balancing, climbing, kneeling, standing, and crouching.
· Manual dexterity is required to operate equipment in performance of duties.
*Computer Equipment and Software Requirements: *Knowledge of computer management programs necessary to the ongoing operation, tee time system, point of sale, and inventory control systems is desired.
*Education and Experience Required: *Education and experience equivalent to graduation from an accredited two (2) year college with a major in Business/Public Administration, Sports Management/Recreation and Parks Administration, and coursework or experience in accounting and marketing plus practical experience as a managerial level employee. Five (5) years of experience in the management and marketing of a golf facility; experience with golf point-of-sales and tee time systems. equivalent combination of education and experience can be substituted for the education requirements. Professional Golf Association (PGA) Apprentice in good standing. Possession of and ability to maintain a valid State of Florida driver’s license is required
