The Infrastructure Maintenance Utilities and Facilities Manager (Facility Maintenance Manager) role is responsible for maintaining all aspects of the facility and utilities during day-to-day operations, ensuring compliance with applicable regulatory, state and city standards, regulations, and requirements, as well as corporate and local policies and procedures. The Facility Maintenance Manager shall perform several managerial tasks to ensure the facility is safe and efficient.
Their responsibilities include:
Inspecting a building and its operations to determine vital services, repairs, and maintenance.
Discussing any required work with residents and stakeholders
Managing building and system emergencies as they arise
Sourcing contractors and suppliers for repairs, maintenance, cleaning, renovations, waste disposal, security and IT systems
Managing budgets and accounts, including areas for cost savings
Developing building plans outlining strategies for improving efficiency and reducing costs and forecasting the facility’s future needs
Writing maintenance reports
Ensuring compliance with all safety and security protocols
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

FACILITY MAINTENANCE
Infrastructure and Maintenance Utilities and Facilities Strategy Execution:
Coordinates and ensures the deployment of infrastructure strategy and corporate utilities and facilities maintenance strategy for the assigned sites, to guarantee an accurate level of system reliability as well as reducing operative costs for utilities and facilities management. Provide the leader above with input aimed at effectively achieving targets.
General Infrastructure:
Participates in new building/plant/facility projects, ensuring the project outcomes are accurate, consistent, and in accordance with the technical and legal specifications, requirements, economics, timing targets and standards with minimal disruption to normal business activity.
Delivers the implementation of policies, procedures, operative instructions, and tools received, to guarantee standardization within the plant. Promote and execute projects to ensure the efficiency and effectiveness of the building/facility within scope, without compromising business continuity, safety, compliance, and environment.
Participate in technical assessments and audits, ensuring compliance of the existing plant/facility to company standards and good practices, procedures and guidelines while defining corrective improvement actions to be implemented and working with the relevant functions.
Ensures the transactional processes dealing with the PA Authority/Institutions for the relevant practices and certificates are related to the building/plant in scope, as well as the internal functions involved and qualified technical providers, are in accordance to the applicable law, standards and procedures.
Maintenance Utilities and Facilities Program Execution
Participate in corporate utilities and facilities maintenance strategy. Deploy an effective maintenance program (Preventative, Corrective, Predictive) for the assigned site with an accurate level of system reliability, reducing operative costs for utilities and facilities management.
Collaborate with the Corporate Maintenance and Quality Assurance team to ensure the maintenance program, plans and operational executions, are in accordance with the sites’ regulatory and compliance requirements. Track and monitor the progression during different phases to ensure on time delivery, by evaluating and analyzing proper KPI’s and working with the functions involved in the processes.
Project Management
Deliver projects assigned from requirement collection, feasibility, design, installation, validation, commissioning rollout, monitor economics, resources, workloads outcome and planned progressions manages and solves critical issues by implementing prompt preventative and corrective actions that ensure achievement.
Use output of KPI trending to identify continuous improvement initiatives, improving process performance and quality of the product. Own and monitor completion of those improvements related to quality control processes or activities.
2. TEAM AND RESOURCE MANAGEMENT
Oversee the performance and effectiveness of Facilities Maintenance department staff.
Contribute to identifying and recruiting adequate resources with skills required to execute quality control activities to support production demands.
Engage in Human Resource Planning processes to manage, coach and develop assigned team members, ensuring the effective talent management of assigned personnel in terms of training and career development.
Establish, manage, and monitor departmental budget and spending against stated budget.

1. SAFETY
Responsible to ensure team complies with all safety requirements promoting a Safety-First culture striving for an injury free workplace.
PPE such as safety glasses, safety shoes, gloves, and gowning are required in designated areas.
Tasks may include standing, walking, bending, lifting up to 50 pounds, and sitting.
2. TRAINING REQUIREMENTS
Formative path: Specialized
Relevant training on use of IT tools (i.e., LIMS, ERP, Office, company applications)
3. WORK ENVIRONMENT
Job is located onsite in a typical pharmaceutical grade manufacturing environment
Some work may be performed in an ISO clean room environment
Off-shift support may be required periodically to meet business needs
4. PHYSICAL CAPABILITIES
Must be able to routinely lift 50 pounds.
Must be able to distinguish colors
Must have either unaided or corrected 20/20 vision
EDUCATION, EXPERIENCE, SKILLS & TECHNICAL COMPETENCES
Education and/or Experience
10+ years’ experience in Facility Maintenance Management within industrial sector and multi-plants structures.
Engineering Degree or relevant experience
Skills
Verbal and written communication, including active listening, for determining and discussing building needs and communicating these to contractors, suppliers, and the occupants.
Leadership and Accountability • Mathematics and accounting to meet budgets and identify cost-saving measures. Customer service for occupant and stakeholder satisfaction
Business management, including scheduling, strategic planning and administration.

Technical Competences
Understanding of current building, health and safety regulations
Computer literacy and confidence using Microsoft Office, accounting and electronic management programs.

Data Analysis and KPI: methodologies techniques, tools and applications.
