Summary The Lead Human Resources Specialist (LHRS) reports directly to the Senior Strategic Business Partner (SSBP) in the Strategic Business Unit (SBU). The role of the Lead Human Resources Specialist contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives. Responsibilities The LHRS is an experienced local labor market expert advisor to executive leadership on all HR matters at a designated facility and its components. Incumbent will assist the SSBP, who has executed delegated responsibilities for the local labor market through workload management for SBU functional areas: employee relations consultation; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; and performance and compensation management consultation. The LHRS will carry out additional responsibilities to include organizational health, employee development initiatives, and training. The incumbent, as part of the SBU, will assist as a strategic advisor between local leadership and the local SSBP as well as VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning. The LHRS collaborates with the SSBP, facility executives and VISN leadership to execute and align human capital goals and priorities. Acts as change agent to business through process redesign and approaches that support change and transformation. Analyzes trends and metrics to develop solutions. Provides day-to-day consultation to the local SSBP and facility leadership on a variety of actions to include employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation. Actively participates in annual budget planning/labor forecasting process with business partners. Conducts ongoing supply and demand analysis for business partners on current and future state staffing and skill needs and designs talent acquisition strategies to meet those needs. Major Duties: Workload Management, Technical Consultation, Advisory and Program Management: The incumbent will serve as a key member in various VISN committees and activities working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals. As a member of the facility-level Strategic Planning Committee, examines the forecasting data to project managerial strategies, organizational processes, competencies, and human resources interventions necessary to create the required cultures to support new and establish VHA initiatives. This position will be embedded in the local governance structure further supporting leadership and organizational goals, which includes, but is not limited to: Resource Management Committee; Succession Planning; Emergency Management; Diversity and Inclusion; Activations Planning; Quality Management; Joint Commission Planning; Workforce Planning; and any others as applicable. Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues. These include requests from members of Congress, the Office of Management and Budget (OMB), and the Office of Personnel Management (OPM). Ensure that the impacts of proposals are thoroughly considered by management officials and that VA views and needs are adequately represented. Provides expert management consultative service to the SSBP and local leadership involving the full spectrum of HR functions (e.g., recruitment and placement, employee performance, and conduct issues) on highly complex VISN-wide or equivalent issues. Assesses the needs and strategic objectives and analyzes trends and priorities for the future, to focus on implementation strategies to accomplish long-term outcomes and annual goals identified in the organization’s balanced scorecard and workforce development plan. The incumbent must have the knowledge and ability to think futuristically as it pertains to changes in HCM at the facility level. Develops appropriate interventions for stakeholders on significant HR issues and concerns. Collaborates with and leads stakeholders in employing change management process concepts and techniques such as strategic planning and workforce development. Leads matrixed teams in conducting special projects or studies of considerable scope and depth critical to the resolution of operating issues and problems. Interprets complex legislative, regulatory, and policy guidance to prepare study recommendations for stakeholders.
