In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:
GS-14 SPECIALIZED EXPERIENCE REQUIREMENT One year of specialized experience which includes: 1) Leading policy analysis, planning, research and study assignments for complex water resource utilization programs, involving one or more major regions or requiring international coordination; 2) performing special studies with exceptionally complex and unusually difficult plan formulation problems pertaining to all phases of long-range water resource management; 3) developing new or improving existing methods techniques and concepts of projecting and analyzing long-range water resource development needs and impacts.; 4) subject matter expert in the areas of economic, engineering, environmental or similar analysis, water resources planning, or other aspect of water and related land resources planning and development; and 5) using problem solving and strategic thinking to determine appropriate methods, models and/or procedures to resolve issues on nationally significant and complex economic, social and environmental level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13 or above.

You will be evaluated on the basis of your level of competency in the following areas:
GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
GS-15 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

ACCREDITATION: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. COMPLETION DATE DOCUMENTATION: In order to qualify in part for this position based on your education, you must have completed the education requirement by the closing date of this announcement. If you do not provide documentation that shows you met the education requirement by the closing date of this announcement, you will be rated as ineligible for this position. If your transcripts do not yet state “degree conferred” or date the degree/education was awarded, you must provide appropriate documentation to reflect when you met the education requirement. Appropriate documentation includes: (1) Resume indicating your completion/graduation date; (2) Transcripts indicating your completion/graduation date; (3) A letter signed by the institution’s registrar indicating your completion/graduation date.
NO SUBSTITUTION FOR EXPERIENCE: Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, both the individual occupational (basic) requirement AND the specialized experience requirement must be met; no substitution of education for specialized experience is permitted.
Additional information
This is a developmental position and will be filled at the GS-14 target GS-15 level.
Selections can be made at any grade announced. If selected at the GS-14 level, selectee has non-competitive promotion potential to the target grade (GS-15) when recommended by management.
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 15 Months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
