The incumbent will work as Fund Manager in the Outpatient Psychiatric Services Hillcrest (OPS-H) clinic and Community Psychiatry Program, who works under the direction of the OPS-H Director and Finance Director within the Department of Psychiatry. Duties include financial analyses, fiscal management, strategic planning, negotiating with outside affiliates to setup new agreements, and administration of a full range of extramural grants, contracts, and agreements totaling more than $5 million in annual direct and administrative funds. Monitors financial results and identifies funding to meet all faculty and staffing commitments. Independently identifies variances, resolves problems and/or make recommendations in accordance with departmental, university, and agency regulations. Serves as liaison between OPS-H and central offices, including the CPO, the Office of Contract and Grant Administration (OCGA), the Health Sciences Sponsored Projects Pre-award Office (HSSPPO), and the Sponsored Projects Finance (SPF).

Under general supervision, develops and / or oversees research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Provides monitoring of fiscal operations for large, complicated, and complex clinical programs, including preparing: programmatic, financial operating budgets; monthly reports to reflect performance in key operating areas, such as clinician productivity (such as wRVUs generated), billing, and collections, etc.; analyses of key operating data and making recommendations for improving operations. Meets with Department Business Officer and/or Finance Director as often as needed to review fiscal status of programs. Serves as primary OPS-H contact for external and internal audits of clinical operations.

As a part of yearly budget process, prepare complex salary worksheets for each of the faculty members assigned. Coordinates PI and departmental approval of funding sources and salary rate. Works with various fund managers to confirm renewal of faculty funding on projects for the FY. Monitors the implementation of the worksheets in PPS to ensure the percent efforts, indices, salary rates Va 8ths and titles are error-free. When errors are found, works with ARC to correct them in a timely manner so that that PIs are not under/overpaid. Assist with other project and miscellaneous tasks as required.

MINIMUM QUALIFICATIONS

• Six years of related experience, education/training, OR a Bachelor’s degree in related area plus two years of related experience/training.

• Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.

• Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

• Ability to manage a high volume of transactions.

• Ability to perform moderately complex financial analysis and customized reporting.

• Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

• Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

• Maintains current knowledge of compliance regulations in all areas of research administration.

• Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

• Proven ability to adapt to changing priorities.

• Must be able to maintain confidentiality.

• Demonstrated experience in reviewing funding announcements and accompanying guidelines for various proposals and advise PIs on drafting proposal budgets with respect to available funds.

• Demonstrated ability to understand, analyze and interpret complex written material, financial data and computer generated models/information to effectively communicate results to PIs.

• Proven ability to perform internal audits of procedures to ensure compliance with OMB A-110, OMB A-133 and OMB A-121.

• Demonstrated experience analyzing current and past spending patterns, prepare and integrate multi-million dollar budgets, justifications, core component coordination and multi-site cooperative agreements.

• Demonstrated experience developing, implementing and maintaining multiple complex formula-driven spreadsheets to facilitate fiscal management, including both pre- and post- award functions.

• Demonstrated knowledge of Oracle, BAH, Concur, UC Path, Blink, or equivalent programs.

• Demonstrated experience working with central offices to be sure contract terms and budget are followed consistently within the Community Psychiatry Program.

• Proven ability to review funding announcements and accompanying guidelines for various proposals and advise PIs on drafting proposal budgets with respect to available funds.
