Qualifications
To qualify at the GS-09 level, applicants must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal sector. S pecialized experience include: gathering and analyzing various types of criminal data from Federal, state, local and public agencies; monitoring, evaluating and coordinating a variety of warrants (i.e., parole & probation); working with criminal investigators to coordinate investigative efforts.

two (2) full years of progressively higher-level graduate education
OR
master’s or equivalent graduate degree (such as an LL.B. or J.D.).
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-9 grade in the federal sector: Specialized experience for this position include: gathering and analyzing various types of criminal data from Federal, state, local and public agencies; monitoring, evaluating and coordinating a variety of warrants (i.e., parole & probation); working with criminal investigators to coordinate investigative efforts; utilizing a variety of law enforcement related databases to obtain, monitor, and update appropriate information for investigations, warrants, prisoner data, etc.

Applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or possess an LL.M, if related.
OR
Applicants must possess a combination of education and experience that provided the applicant with budget analysis knowledge equivalent to a doctoral degree in the field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a graduate course of study. Only graduate education in excess of 2 full years of graduate study may be used to qualify applicants for positions at grade GS-11.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade in the federal sector. Specialized experience for this position include: conducting analysis of investigative cases; accessing and collecting data and/or evidence from a variety of sources; determining investigative leads for further research and analysis or education.
There is no substitution of education for experience at the GS-12 level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
