Official Position Description:
In Construction, develops, implements, enforces policies & procedures relating to operational activities of construction (i.e., compliance with required standards & specifications).
· Serves as AASHTOware (AWP) coordinator which includes reviewing project records to ensure compliance with all state & federal laws & policies
· Establishes policy document & file retention involving all construction records (e.g., maintains & updates documentation manual)
· Compiles & reviews changes in project for C-85 completion
· Monitors monthly progress of project & corrects problems in project completion
· Monitors change order preparation & contacts contractors when change orders are not received in timely manner
· Records project information both manually & electronically (i.e. computer) using related software (e.g., AASHTOware (AWP) and Sharepoint).
· Reviews estimates at District level & works with personnel to correct any errors related to materials &/or payroll and authorizes payment in AASHTOware (AWP)
· Processes waivers for liquidated damages
· Verifies information and processes change orders utilizing AASHTOware (AWP) (e.g., pay factor adjustments, final quantities, 104.02 pay adjustments, results of materials tested)
· Reviews change orders in order to ensure compliance with applicable policies & procedures
· Monitors change orders throughout entire process from project input to approval
· Operates computer & assigns (e.g., AASHTOware (AWP) and Sharepoint) authority levels to project personnel and activates projects in both systems
· Enters contract data into AASHTOware (AWP) and prepares project packets
· Audits project documentation
· Develops, maintains & monitors conformity of District Construction forms
· Establishes record retention schedule & document processing time
· Operates computer for other construction related needs (e.g., Ellis information, updating/maintaining the overtime rosters for construction employees, sending out preconstruction meeting notices)
Acts as liaison with contractors, utilities, railroads, material suppliers, District project personnel, government (i.e., federal, state, county & city) & Central Office concerning various phases of construction projects to ensure successful development, implementation and administration of construction projects
· Delivers training to employees regarding use of AASHTOware (AWP) computer software
· Provides computer support regarding problems encountered in the field
· Notifies local government entities about project related costs and change orders
· Contacts contractor on final quantities & settles any discrepancies of quantities
· Works with Central Office Finance to obtain funding codes
· Ensures Federal Highway Administration (FHWA), Program Managers & Director have given preliminary approval & all paperwork has been processed for any change orders beyond the contract limits
· Works with District Planning and Engineering personnel to coordinate change order review and approval and project close out during finalization
Prepares finalization packets, including all certifications & affidavits, & ensures project requirements have been met prior to submission to Central Office Finance
· Prepares change orders using a computer & related software (e.g. Microsoft Office, AASHTOware (AWP)) for district & state controlling board approval
· Maintains spreadsheets to supply instant project progress concerning submission & approval of contract-related documents (e.g., job start information, estimates completed, change orders completed, final inspections)
· Prepares final packet for project closeout within 6 months of completion
· Monitors contractor evaluation process (C-95) utilizing various computer systems (e.g., Sharepoint and CMRS Portal) and sends completed evaluations to contractors
· Attends meetings, seminars, training sessions & conferences
· Operates state vehicle to travel to job sites & assure that projects are completed
Supervises & provides technical support & guidance to employees engaged in construction document processing & contract administration activities (e.g., establishes performance goals & standards; monitors performance & provides feedback & coaching; approves & monitors leave; recommends discipline) depending on operational need.
12 mos. trg. or 12 mos. exp. in supervisory principles & techniques or management; 6 mos. trg. or 6 mos. exp. in inventory control; valid driver license, & In addition, applicants must meet one of the following depending upon the program projects assigned to the position in question: For positions involved in equipment maintenance & repair, requires 3 yrs. trg. or 3 yrs. exp. in equipment maintenance & repair (i.e., automotive mechanics &/or auto body repair), associated safety practices, & using/operating associated equipment.
-Or for positions involved in bridge maintenance & repair, requires 3 yrs. trg. or 3 yrs. exp. in bridge maintenance & repair, associated safety practices, & using/operating associated equipment.
-Or for positions involved in route marking, requires 3 yrs. trg. or 3 yrs. exp. in route marking, associated safety practices, & using/operating-associated equipment.
-Or for positions involved in highway maintenance, requires 3 yrs. trg. or 3 yrs. exp. in highway maintenance, associated safety practices, & using/operating associated equipment.
-Or equivalent of Minimum Class Qualifications for Employment noted above. Note: if position will be assigned to operate motorized equipment of size & type regulated by Sections 4506.1, 4506.03 & 4506.12 of Ohio Revised Code, applicant must also have valid commercial driver license; if required to operate state vehicle

This position is overtime eligible per FLSA Standards. If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.
