We’re looking for an enthusiastic Human Resource Coordinator (Time & Leave) who is responsible for monitoring all leave tasks for a large state agency with over 4,000 employees to accomplish DSS time and leave processing objectives. Maintains documentation to ensure compliance with applicable rules/regulations for all employee time and leave changes for DSS. Utilizes knowledge of operations, programs, and general administrative procedures to make independent decisions concerning State and Agency Rules and Regulations relating to all functions performed in the processing of information and materials regarding time and leave.
The Human Resource Coordinator processes 1411s pertaining to resignations, dismissals, retirement, and transfers. Ensure that all leave/time has been entered into SCEIS prior to the effective date of the action. Verify annual leave and comp time payouts, and ensure that employees have received all annual leave accruals prior to departure.
Acts as agency HR consultant for complex Time/Leave Administration concerns as well as educating employees on DSS Leave Benefits. Provide advice, interpretation, and assistance to staff on time and leave policy and guidelines, including time and leave entry, approval and reporting.
Calculate state service date and/or leave accrual date based on prior state service or school district employment and adjust dates in SCEIS and key annual leave adjustments if the leave accrual rate changes.
Reconciliation of Leave/Time. Utilizes SCEIS Citrix to prepare Time and Leave Reports each pay period (missing time, comp time, overtime, etc.). Conduct analysis of data captured for errors, conflicts, and required substitutions to ensure the omission of time-related payroll errors and pay consistency in accordance with DSS Policy and Procedures and State Human Resources Regulations.
Monitor and review missing time of temporary and non-exempt employees for discrepancies to include but not limited to time not entered and/or approved to ensure accurate wage/payroll information is obtained and processed as required by federal and state regulations, such as Fair Labor Standard Act (FLSA).
Will be required to perform Red Cross shelter/emergency response duties as directed.

A Bachelor’s Degree and relevant experience.
Knowledge of principles and practices as well as state regulations pertaining to Human Resource Management and Time, Leave and Personnel Administration. A working knowledge and experience with SCEIS ECC PA/PY is preferred. Must exhibit integrity and professionalism. Ability to establish and maintain effective working relationships with associates, supervisors, departmental personnel and the general public. Ability to analyze and synthesize data, and communicate ideas effectively in oral and written form. Ability to exercise discretion and judgment in applying and interpreting policies and procedures in Time and Leave Administration. A valid driver’s license may be required.
