The HR Director will manage the recruitment, hiring, retention, staffing and employee relations for an 800+ workforce. Responsible for implementing and enforcing local policies and ensuring legal compliance with all local, state and federal law.
Collaborates with senior leadership to understand the school system’s goals and strategy related to staffing, recruiting, and retention. • Plans, leads, develops, coordinates, and implements policies, processes, training and initiatives. • Oversees the administration of human resource programs including, but not limited to, compensation, benefits, annual enrollment and leave; licensure, disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development. • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management. Ensures market competitiveness in regards to salary structure and benefits. Represents PCPS at area job fairs. • Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system. • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance. • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management. • Develops and implements departmental budget. Presents budget for approval to School Board. • Organizes employee based events to include, but not limited to, new hire orientations, retirement celebrations, etc. • Responsible for gathering and calculating data for mandatory reports for the Virginia Department of Education. • Performs other duties as required.
COVID Resource for the Workforce-available to manage the 24/7 COVID Hotline, trouble shoot critical staffing Issues, conduct contact tracing, issue quarantine & exposure guidance, enforce masking mandates, fulfill mandatory reporting requirements, manage COVID database and corresponding statistics, vaccination and testing obligations as required by law, etc. Works closely with the PCPS Nursing Supervisor, VDH, CDC, DOLI and OSHA to ensure compliance with ongoing changes to the law, practices and policies.
Title IX Compliance Officer- Coordinates and oversees the school system’s legal obligations. Ensuring the faculty and staff understand their rights and, where applicable, responsibilities under the law. Oversees and coordinates investigations, responses and resolutions to complaints, to include supervision of investigators and selection and training of Title IX Coordinators. Collaborates with leadership to identify and address systemic problems.
