Project Overview and Role:
The Jobs and Economic Transformation in Ghana
(JET) Programme is funded by the UK Foreign, Commonwealth and Development
Office (FCDO). The programme is FCDO Ghana’s flagship investment-led job
creation programme that will help Ghana transition away from aid dependence in
line with the Government of Ghana’s (GoG) “Ghana beyond Aid” strategy. It seeks
to leverage increased investments into Ghana’s strategic manufacturing and
industrial sectors, and introduce new technology and management capabilities,
increasing the capabilities of the workforce generating formal employment and
economic diversification.
Background
Ghana’s well formulated Automotive
Development Policy framework launched in 2019 has positioned the country as the
new automotive manufacturing hub in West Africa. The policy consists of
comprehensive incentives and complementary support measures to attract Original
Equipment Manufacturers (OEMs) to invest in vehicle assembly and drive demand
for component manufacturing by investors and local suppliers in Ghana while
stimulating the development of regional value chains. One of the key objectives
of this policy is to generate highly skilled jobs in automotive assembly and
the manufacture of components and parts, with spill over effects into other
sectors of the economy.
As a result of the auto policy, several OEMs
and their contract assemblers have presented investment plans and received
approval to establish assembly plants in Ghana, with some having commenced
commercial production. Notwithstanding the supply chain disruptions,
increased freight costs, and shortage of semiconductors coupled with the current
macroeconomic challenges (globally and country-specific), demand for locally
assembled new vehicles is on the rise[1]. This
growth has been facilitated by both public and private sector actors where, for
example, GoG directed that made-in-Ghana vehicles were to be prioritized for all
public vehicle procurements. Other private sector actors in the domestic and regional
ride-sharing and hailing services sector are contributing to the growing demand
for locally assembled vehicles. This presents an opportunity for OEMs and local
assemblers to expand actual production to be able to supply the increasing
demand for locally assembled new vehicles.
Established in 2015, Kantanka Automobile Co.
Ltd. (Kantanka) is a wholly owned Ghanaian entity that manufactures both
on-road and off-road vehicles (at enhanced SKD level) that meets the
challenging nature of the African terrain. Kantanka’s target customer segments include
the medium and lower income earners in Ghana and within the ECOWAS Region. The product
lines include both Sedan and Sport Utility Vehicles (SUVs). It currently employs
120 direct workers at its 5000 sq. metre plant at Gomoa Mpota, Winneba in the
Central Region of Ghana.
Objective
of Assignment
Kantanka seeks to penetrate the ECOWAS
market while meeting domestic demand. This requires investment to expand
production and create more skilled employment. This assignment, therefore, seeks to support
Kantanka Automobile to develop an attractive and sustainable strategic business
plan to facilitate investment from global or regional financiers in order to
achieve its production/ expansion targets while positioning itself strategically
for the export markets with the advent of the African Continental Free Trade
Area (AfCFTA).
Primary Duties and Responsibilities:
Ghana JET seeks to
engage the services of an Expert with extensive experience in developing
effective business strategies for the automotive industry.
The
specific tasks of the Expert is to support Kantanka Automobile to develop a long-term
strategic business plan to catalyse investment for expanding production
capacity
Deliverables
1. From the above scope
of services, the following deliverables shall be reported by the Expert:
2. Undertake a fit-gap analysis to improve efficiency and effectiveness of the assembler.
3. Propose a road map on how the domestic manufacturer could achieve 40% originating content for eligibility to participate in free trade agreements in ECOWAS and subsequently AfCFTA.
4. Propose a medium-term action plan on how to localize the manufacture of components for Kantanka’s vehicles potentially in partnership with global or regional manufacturers.
5. Develop a strategic plan for investment facilitation.
Non-Disclosure
Considering that the
expert(s) will be privileged to classified information from Kantanka’s
operations, a non-disclosure would be agreed by both parties accordingly
Required Qualifications:
The Expert must have
relevant qualification and a proven track record in the international
automotive industry, especially in establishing new vehicle assembly/
production facilities.
The Expert should also demonstrate the following:
1. Industry Experience in working with both global or domestic OEMs/ assemblers.
2. Experience developing pragmatic business strategies particularly in the automotive industry.
3. The expert(s) would also be required to have a comprehensive understanding of the GADP and other related reforms/ policies relating to the strategic growth and development of the automotive sector in Ghana as well as the ECOWAS Region.
4. Industry Experience in developing national supply base for automotive parts and components.
5. The expert(s) would engage in-person with key stakeholders in the automotive sector in Ghana where necessary including the Auto Desk at MoTI.
6. Ability to define and implement a cost-effective strategy.
7. Proficiency in IT skills and IT-based software.
8. Effective Communication and Negotiation Skills.
Reports
The Expert shall report to the Automotive Sector Lead – Ghana JET and the
General Manager of Kantanka Automobile on the deliverables outlined above. Accordingly,
s/he shall submit weekly progress updates/ reports. All reports must be written
in English.
Duration of Contract
The contract will
cover a total duration not exceeding one (1) month.
Delivery/ Location
The assignment will
be delivered in Ghana. The Consultant(s) is expected to spend some time on the
ground with the local vehicle assembler.
Remuneration/ Payment
The Consultant’s fee rates will be
negotiated.
Payments
will be made upon successful achievement of project deliverables, acceptance of
reports by JET and Kantanka.
Method of Application
