JOB SUMMARY
Manages the Sewer District’s student and temporary employment programs. Responsible for identifying key community/university stakeholders and ensure a comprehensive plan for cultivating relationships that will benefit the pipelines for all Sewer District positions. Acts as a subject matter expert on university relations/recruiting, including, conduct research and analyze data on college recruiting on-campus strategies, intern programs, student perceptions, employer image strategies, employment laws, etc. Performs other duties of a similar nature as required.
ESSENTIAL FUNCTIONS
– Manages all aspects of student and temporary programs.
– Develops and maintains strategic partnerships with universities and community partners in a strategic effort to promote the Sewer District as an employer of choice.
– Oversees and provides direction regarding all recruitment related activities including participation in events such as job fairs, professional information sessions, career days, seminars and panel discussions.
– Researches and proposes cost-effective recruitment strategies for sourcing candidates to maintain a well-supplied talent pipeline.
– Develops and maintains the hiring policies and procedures.
– Reviews and updates program guidelines to ensure they are in alignment with Sewer District policies and procedures.
– Ensures the performance management process is designed and followed by managers and participants.
– Identifies and recommends the implementation of possible new internship, cooperative education and/or other training programs to assist in early talent initiatives.
– Designs, develops and implements retention and conversion strategies for talent program participants. Develops metrics to capture and report recruitment program statistics to continually evaluate program effectiveness and recommends adjustments.
– Creates and develops processes and strategies related to employee retention including but not limited to employee engagement activities, professional development opportunities and job shadowing opportunities.
– Collaborates with the Manager of Diversity regarding Diversity & Inclusion activities supporting employment branding and talent programs.
– Identifies knowledge, skills and abilities critical for success in positions. Works with hiring managers to identify possible opportunities to create new positions.
– Collaborates to design and deliver the employment branding effort by the creation and implementation of the Sewer District’s employer branding strategy.
– Partners with internal stakeholders to develop communications, materials and activities that promote the Sewer District’s talent programs and achievements. Proactively enhances related recruitment technology solutions.
– Performs other duties of a similar nature as required.
MINIMUM JOB REQUIREMENTS
EDUCATION
Candidate must possess associate degree, preferably in Human Resources, Communications, Business Administration or a related field of study. A bachelor’s degree is preferred.
EXPERIENCE
Candidate must possess three (3) years of experience in the Human Resources field, preferably in areas such as Talent Acquisition Campus Recruitment and e-recruitment experience. Experience must also include project identification, planning, communication or management.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
– Candidate must be able to provide reliable transportation to and from events.
– SHRM, IPMA, HRCI, Internet Recruiter, or Diversity Recruiter Certifications are preferred.
KNOWLEDGE, SKILLS AND ABILITIES
– Candidate must be highly organized and detailed oriented with the ability to network, establish and maintain effective working relationships with internal and external stakeholders; take initiative; and work independently.
– Candidate must possess the ability to plan, manage and complete projects to consistently meet deadlines and deliver a high quality and accurate work product.
– Candidate must have proficiency in Microsoft Office Suite, including but not limited to Outlook, PowerPoint, Word and Excel.
– Candidate must have experience recruiting using various social media platforms and internet-based communication.
– Candidate must demonstrate strong leadership ability, abstract reasoning and analytical skills. Candidate must also possess strong written and oral communication skills, create and deliver effective presentations and develop, drive and effectively communicate change. Candidate must be able to effectively present ideas.
– Candidate must work effectively in a team-oriented, collaborative environment but also be able to work well independently.
– Candidate is expected to participate in change management initiatives and to foster and support a diverse, ethical and respectful workplace.
– Attendance may be required at early morning, evening and weekend events. Travel may be required (locally and/or regionally) up to 40% of the time.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to compare, copy, compile, analyze, coordinate, synthesize and negotiate. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as handling, hearing and talking. Ability to lift up to 25 lbs. on an occasional basis is needed. Position will require visual demands of near acuity and accommodation. The position is primarily an office position; however, the need to travel up to 40% of the time, take tours of plants and job shadowing is required.
Pay Range: USD, Commensurate with Experience
$ 53,886 – $67,358
