The Senior Release Train Engineer (RTE) is a key leadership role responsible for driving the Agile Release Trains (ARTs) within the CS&ESS Finance Technology Domain towards successful and timely project delivery. This role involves facilitating and coordinating the activities of multiple ARTs ensuing alignment with business objectives and fostering a culture of continuous improvement. The Senior RTE collaborates closely with Agile Teams, Technical Product Managers (TPMs), SCRUM Masters, business organizations, stakeholders, and senior management to ensure the effective execution of large-scale software projects.
The Sr RTE coordinates Agile Release Train events, which includes PI Planning, System Demo, Scrum of Scrums, PI Inspect & Adapt and PO Sync for all the Portfolios in the Finance Technology Domain. This role a acts as the next level escalation for obstacles reported by Agile Teams and strive to empower teams to remove impediments. Works with the TPMs to resolve or escalate risks and issues and ensures collaboration in cross-train Scrum of Scrums.

Responsibilities
Lead and facilitate the Agile Release Trains by ensuring clear communication, efficient collaboration, and the timely resolution of impediments.
Ensures alignment of team objectives with overall business goals and enables teams to remove impediments. Act as escalation point for impediments the team cannot remove in a timely manner.
Owns escalated impediments and raises issues to leadership if they cannot be resolved in a timely manner.
Continuously work with teams and to deliver PI Objectives.
Owns the Risk, Issues, Action and Decision Register for a specific train.
Manage dependencies between Agile Teams within and across Agile Release Trains.
Partner with stakeholders to identify and address staffing and tool needs.
Enable and coach teams to define capacity for PI Planning.
Develop and serve as owner of the program release communication plan; schedule and facilitate program release planning activities.
Gather and report performance information and metrics (e.g., Release burn down data, KPIs, etc.) and use data to make informed decisions and recommendations for improvement.
Update and communicate Release Plans.
Collaborate with Product Management, Systems Architects, teams as needed.
Build and maintain relationships with lines of business, teams, management, and key stakeholders.
Assist with developing and delivering training and workshops as requested.
Become an influential leader within for the team and promote Agility across Navy Federal.
Encourage teams to embrace a Lean/Agile Mindset.
Help resolve team conflicts when needed.
Qualifications
Bachelor’s degree in Information Technology, Computer Science, or related field, or the equivalent combination of education, training, and experience.
Significant experience working in an agile transformation successfully coaching and transitioning teams, programs, and portfolios.
12-15 years of experience working within Information Technology as a Project Manager, Program Manager, Product Manager or Product Owner.
Experience coaching agile teams and assessing their development maturity.
Experience working with tools such as Jira, Rally, Azure DevOps, etc.
Experience in creating reporting metrics and dashboards that illustrate the flow of value.
Experience in leading successful delivery teams.
Experience in software development.
Experience as a Scrum Master or Delivery Lead in leading transformation.
Successful track record implementing Agile methodologies.
Experience working with all levels of staff, management, stakeholders, vendors.
Experience in leading, guiding and coaching professional staff.
Ability to coach and mentor scrum masters and empower the delivery teams to embrace agility.
Ability to remove impediments that impact the team’s planned execution.
Ability to create release plans and roadmaps needed for existing product or platform release.
Ability to work both independently and as part of a team in a matrixed environment.
Leading SAFe, SAFe Agilist, SAFe RTE, SAFe Advanced Scrum Master and SAFe Program Consultant Certifications.
Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes.
Advanced skill in motivating and uplifting team members using teaching/mentoring skills.
Advanced skill building effective relationships through rapport, trust, diplomacy and tact.
Advanced problem solving, collaboration, critical thinking, team building, and presentation skills.
Advanced verbal, interpersonal and written communication skills.
Advanced word processing, spreadsheet, diagramming, and presentation software skills.
Advanced skill to deliver presentations to virtual and in-person teams.
Desired Qualifications
Experience leading Agile teams as a Scrum Master, Product Owner, or Release Train Engineer.
Experience working within an organization going through an Agile transformation.
CSPO, PMI, Practitioner, CSPO or other advanced Agile Certification.
Experience and/or knowledge in Finance or Accounting.
Experience and/or knowledge of banking/financial industry trends, products, and services.
Experience and/or knowledge of Navy Federal products, services, programs, policies and procedures.
Hours: Monday – Friday, 8:00AM – 4:30PM
