The Product Engineering and Delivery Services (PEDS) team within ISD is looking for a Product Engineer and Delivery Manager to lead an engineering team responsible for supporting the Lending business area. In this role, you will lead a talented team focused on delivering Member-centric solutions on cutting edge platforms.
You will oversee the execution and delivery of multiple efforts of high complexity. Your team will work on a wide range of technologies and utilizing anchor platforms such as: Salesforce, MS Dynamics 365, Adobe Experience Cloud, Pega, Java, Springboot, REST APIs, AKS, and other Cloud native services on Azure.
Responsibilities
• Lead, grow and coach the Lending Product delivery team
• Responsible for execution and delivery by working in collaboration with business stakeholders and cross-functional enabler teams
• Partner with Talent Acquisition, Procurement & Vendor Management teams to engage with partners for burst capacity
• Support Leadership in developing, nurturing and maintaining Systems Integrator (SI) partner vendor relationships, preferably using an Outcome-based delivery pod model.
• Bring external perspective and ideas from relevant sources, keep current with technology, government/policy impacts and industry best practices
• Partner with Architecture teams to determine and define the technical architecture required to implement and support the Service
• Evaluates the performance and trends of assigned services to customers, including defined KPIs and SLAs and ensures service levels are achieved in line with SLAs and SLOs
• Develops workforce strategy and resource plan (skills, competencies, team size) for each service
• Build and maintain relationships with team members, management, key stakeholders and/or external contacts (vendors, etc.)
• Ensure effective and efficient allocation of staff resources (supply) to service projects and initiatives (demand) by scoping out length and duration of projects Considerable impact
• Build organizational capability by strengthening and adding new capabilities, technical skills, and competencies, and eliminates low-value activity with view to long range goals
• Perform benchmarking and trend analysis to incorporate continuous improvement or defined enhancements into the Service(s) functions, including OKRs (Objectives and Key Results)
• Provide constructive and actionable feedback to resources, Resource Managers and Vendor Managers to ensure expected performance and satisfy service SLAs
• Liaise with upper management on a routine basis to provide status updates, readouts, etc.
• Liaise with organizational cross-functional stakeholders for:
o Product development intake and associated processes thereof
o Product performance management
o Post-production operational processes development, product service management and associated service SLA development and management
• Ensure compliance with Navy Federal’s ISD standards, practices and processes
• Perform supervisory/managerial duties:
o Ensure adequate/skilled staffing; select employees
o Establish performance goals and priorities
o Prepare, conduct and review performance appraisals
o Develop, mentor and counsel staff
• Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
• Ensure section/branch goals and objectives align with division/department strategy
• Ensure efficiency of operations
• Perform other related duties as assigned
Qualifications
• Progressively increasing responsibilities over the course of the career from Engineering to Engineering Lead to Architecture/Systems Engineering to Delivery Management in very matrixed organizational settings.
• Strong product development experience encompassing all aspects of the services offered, developed, and deployed to production. Even better if there is product management and development experience developing complex systems, systems of systems and solutions at scale
• Managed a team of at least 7+ people for at least 2-3 years to include:
o Team skills allocation, hiring, training, etc.
o Budgeting and financial planning
• Experience with development and running product development and delivery using OKR model (Objectives and Key Results) strongly preferred.
• Successfully delivered projects/products
o Using Agile methodologies
o Product/project uses a plethora of disparate components/elements and therefore needs good coordination amongst the various development stakeholders across these disparate components/elements for successful delivery.
• Knowledge and hands on experience working on the Lending technology portfolio: Lending Origination and Servicing systems, Credit Cards, Consumer Lending and Collections
• Expert knowledge and hands on experience with Cloud Computing and Software as a Service (SaaS)
• Deep technical expertise in Azure Platform as a Service (PaaS); Azure Infrastructure as a Service (IaaS)
• Extensive experience in cloud native architectures and technologies (e.g. Containers, CI/CD, API Management, B2B, B2C etc.)
• Advanced knowledge of and experience in Agile delivery methodology (e.g., SAFE)
• Bachelor’s Degree in Information Technology, Computer Science or other related field. Masters degree preferred.
• Experience in leading, guiding and coaching professional staff
• Experience in resource allocation and management
• Experience in managing personnel and information technology resources
• Advanced knowledge of Service Life Cycle
• Advanced verbal and written communication skills
• Advanced research, analytical, and problem-solving skills
• Effective in producing desired results and achieving goals and objectives
• Experience in working with all levels of staff, management, stakeholders, vendors
• Effective skill presenting findings, conclusions, alternatives, and information clearly and concisely
• Effective skill relationship building, negotiation and facilitation skills
Desired Qualifications
• Knowledge of NFCU operations, processes and procedures
• Advanced knowledge of banking/financial industry standards and practices
