Title: DepartmentalSpecialist – Tobacco Control Program

Location: Remote/VIrtual – Must Live in Michigan
Purpose: Under the direction of the manager of the Operations Section, The Specialist will assist the Tobacco Control Program in 1) Analyzing and interpreting complex federal and state fiscal and programmatic requirements, conducting program expenditure monitoring, and making recommendations to the Tobacco Section managers in developing budgets and budget narratives for federal grants, current grants, and new grants. 2) Act as the financial liaison with MDHHS-Grants and Contracts Office. 3) Act as the financial liaison to contracted agencies in coordination with the contract manager.
Duties and Responsibilities:
Qualifications/Requirements:
Education: An associate degree in business/finance or an equivalent combination of education and work experience. A bachelor’s degree is preferred.
Experience: At least 3 years related experience in contracts, budget compliance, record keeping, financial report preparation, federal grant requirements, or an equivalent combination of education and experience. E-GRAMS software experience preferred.
Important Skills and Characteristics:
Work Environment and Physical Requirements: The job may require moderate physical effort, including lifting materials and equipment of less than 50 lbs., and involves viewing a CRT or VDT screen 25% to 75% of the time. Standard office environment. May require valid vehicle operator’s license where needed to perform duties of the position.
RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.
IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This person is a key member of the MDHHS Tobacco Program and is responsible for an efficient flow of financial services for the Tobacco Manager. This person also ensures that the needs of staff and clients are met in a timely manner, maintains professional relationships, and enhances potential future contracts with clients.
