Salary Range: $81,983 – 140,936
The Baltimore City Health Department (BCHD) seeks aGrants Compliance and Oversight Analyst Manager-GSS IV.
Founded in 1793, BCHD is the oldest health department in the country, with 1,000 employees and an annual budget of $208 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.
The Grants Compliance and Oversight Analyst Manager will be responsible programmatic oversight/monitoring of programs and subrecipients receiving Federal American Rescue Plan Act (ARPA) funding. This position will oversee the development of uniform policies/procedures for program and subrecipient monitoring. The incumbent must have an in-depth and complete understanding of the Federal Uniform Guidance as it relates to 200 Code of Federal Regulations (CFR). The incumbent is responsible for ensuring all services provided are compliant with all federal, state, and local guidelines.
This position will work closely with the Grants Compliance & Oversight Analyst as well as the Department Finance’s Audit and Compliance Manager. This position will receive direct supervision from the Chief of Finance & Administration.
Essential Functions and Responsibilities include, but are not limited to:
• Provide programmatic oversight/monitoring of programs and
subrecipients receiving Federal American Rescue Plan Act (ARPA) funding.
• Provide training and technical assistance to program teams to ensure compliance with laws, regulations, program guidelines, and contractual obligations.
• Establish policies and procedures for enforcement to assure adherence to laws and regulations relating to ARPA under Federal Uniform Guidance (200 CFR).
• Develop the report framework to perform internal/external monitoring of programs/subrecipients respectively for compliance.
• Advises superiors on program performance and makes recommendations for program enhancements to address findings.
• Research, review, and analyze Federal Uniform Guidance requirements to ensure compliance with ARPA funding.
• Perform related work as required.
Required Experience & Qualifications:
- Bachelor’s degree from an accredited college or university in Business, Finance, Economics or another related field required.
- Have five years of experience in program evaluation, planning, the collection, analysis, and evaluation of program processes, policies. and procedures.
- Comprehensive knowledge of the complex analytical principles and techniques of program evaluation.
- Ability to evaluate program policies and procedures; apply and interpret rules, regulations and procedures.
- Ability to develop criterial to identify program goals and objectives.
- Ability to develop and maintain records, data collection, and reporting systems.
- Strong computer skills including spreadsheet development and working with the entire Microsoft Office® Suite.
- Ability to establish and maintain effective working relationships with coworkers, subordinates, program staff, and subrecipients.
- Ability to effectively communicate orally and in writing.
This is a temporary full-time, non-civil service position, for a maximum of two years with no guarantee of permanent employment, and a comprehensive benefits package .
