The Baltimore City Department of Housing & Community Development is seeking an Assistant Commissioner for the Code Enforcement and Emergency Operations Management Section.
Agency Overview
The Baltimore City Department of Housing & Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), Home funds, City bond funds, and other creative financing mechanisms, DHCD’s finances and guides strategic development projects to meet housing and neighborhood needs. To hold property owners accountable and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City’s building, fire, zoning, and related codes, as well as provides energy conservation services.
The Assistant Commissioner, (Operations Manager I), for Code Enforcement and Emergency Operations Management oversees the division’s Special Operations and Ombudsman Units. This position is responsible for the administrative, fiscal, and resources functions for the division. The Assistant Commissioner will coordinate DHCD partners, city agency partners, and non-profit partners to achieve specific relocation goals as they relate to trauma victims and those impacted by other housing related issues. The Assistant Commissioner will also be the lead for our Neighborly Database management for the entire division. This role will assist in writing proposals and field operations plans for the efficient and effective delivery of services. The Assistant Commissioner, (Operations Manager I), for Code Enforcement and Emergency Operations Management will report to the Deputy Commissioner of Code Enforcement and Emergency Management.
Essential Job Functions
Required Knowledge, Skills and Abilities
Education and Experience
A Master’s degree in Business Administration, Public Administration, Management, Law, or related field from an accredited college or university plus 6 years of senior management, policy-driven operational responsibilities including 3 years of experience managing homogeneous functions through subordinate supervisors is required.
Professional certifications may be required.
Compensation
This career opportunity offers a comprehensive benefits package with a salary commensurate with experience within the range of $93,367 – $(phone number removed).
