Salary Range: $65,000.00 – $(phone number removed) Annually The Baltimore City Health Department (BCHD) seeks a Legislative Affairs Director to drive ongoing engagement and advocacy initiatives to ensure BCHD visibility and voice in relevant legislative affairs, policy and strategy decisions.
Founded in 1793, BCHD is the oldest health department in the country, with 1,000 employees and an annual budget of $130 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.
Reporting to the Chief Health Policy Officer, the Legislative Affairs Director will play a critical role in promoting the mission of the Health Department by overseeing BCHD’s legislative agenda and policy activities. The Legislative Affairs Director will span from exercising thought leadership by advocating for future policy frameworks to diving deep into detailed regulatory affairs and rules, as well as building and managing relationships with elected officials, business leaders, and community partners to ensure successful implementation of BCHD’s advocacy agenda. The Legislative Affairs Director advocates before elected officials, policymakers and their staff. The Legislative Affairs Director will also monitor, anticipate, and understand local, state, and federal legislative and regulatory policy activities to develop recommendations and prepare communications for the Commissioner of Health, senior executive leadership, and programmatic staff to strategically shape BCHD’s position, advocacy, and response.
The Legislative Affairs Director will play a key role in ensuring that BCHD continues as a national model for cutting-edge public health legislation and policy innovation. We are looking for a Legislative Affairs Director who can design plans for government outreach and thought leadership through gathering of intelligence and preparation of position papers, policy briefings, presentations, and other materials related to government actions. The BCHD Legislative Affairs Director will have the ability to plan and implement a legislative advocacy effort and persuasively communicate and advocate for BCHD positions and policies through the legislative process. The Legislative Affairs Director will also work cross-functionally with the senior executive leadership to develop BCHD’s strategic position for regulatory, legislative and government affairs.
The right candidate is an experienced, effective, comprehensive thinker who can drive BCHD’s public health policy agenda and successfully oversee government and legislative engagement. The BCHD Legislative Affairs Director will be comfortable in a fast-paced environment and have the ability to manage a diverse and complex workload. This vital member of the BCHD senior leadership team will prepare comments on proposed legislation, regulation, and guidance, and coordinate with internal and external partners to obtain input and participate in joint efforts through pertinent strategic collaboration. The Legislative Affairs Director will monitor, track, and analyze legislative, regulatory and public policy developments, and identify emerging trends to assess potential impacts on BCHD, and draft or contribute to subsequent amendments, comments and position papers. The Legislative Affairs Director will also actively maintain knowledge of current and emerging public policy trends relating to BCHD’s policy agenda and leading initiatives.
