Position Summary
This position will be responsible for supporting the hiring and promotional processes for MassDOT. In this role, you will be responsible for consultative recruitment and cultivating internal relationships across the organization as well as being an external face to our community hiring partners. This role will collaborate on sourcing and recruitment strategy, build relationships to become a trusted advisor, provide a best-in-class candidate experience, leverage critical thinking and influencing skills, promote diversity, equity, and inclusion through the selection process, and utilize data to meet hiring needs. Additional responsibilities will also include managing requisition for a variety of hiring processes including new hires, internal promotions, transfers, civil service, post‐retirees, interns, contractors, and temps.
Duties And Responsibilities
- Management of full cycle recruiting including sourcing, interviewing, screening, focused selection methodologies, diversity recruitment solutions, and selection review for a high volume of searches.
- Conduct intake meetings, partnering with each hiring manager on their recruitment activities based on specifics of their position.
- Leverage organizational strategy and labor market knowledge (including demographics, colleges/universities, affinity groups) to find top talent.
- Develop and execute a talent acquisition strategy for assigned requisitions focused on creative sourcing methods to identify high-potential talent, while anticipating changing needs of hiring managers and the businesses s/he/they supports while adjusting strategy accordingly.
- Partner with core colleges and universities as well as internal stakeholders to develop a recruitment strategy for MassDOT’s entry level talent pipelines.
- Leverage social media in unique, creative, and comprehensive ways to build MassDOT’s employer brand.
- Source, engage, and close passive candidates using a variety of creative, cost-effective, and diverse methods including direct sourcing, networking, internet research, non-traditional searches, and employee referrals.
- Continuously improve the talent acquisition process and stakeholder partnership through adaptability, influencing change, process improvement sessions, process alignment, and transparent reporting.
- Champion MassDOT’s commitment to the candidate experience and Diversity, Equity, and Inclusion while working to identity talent for open and future positions.
- Assist in the development and utilization of new enterprise‐wide or department‐specific policies, procedures & goals.
Preferred Qualifications
- A minimum of three years of full cycle recruiting experience.
- Demonstrated success in partnering with internal customers to develop and execute recruitment strategies in various functional areas in a fast-paced, high-touch, multi-location environment, while maintaining ownership of the candidate and hiring manager experience
- Comprehensive behavioral-based interviewing and candidate assessment skills
- Experience in building relationships and advising/consulting with and influencing managers regarding diversity, candidate selection, market demographics, and broadening search parameters to improve the quality of talent pool.
- Demonstrated experience in networking with external hiring partners such as campus career advisors, affinity groups, and other community hiring partners.
- Demonstrated experience tracking data points in excel and discussing data in a client setting.
- Familiarity with networking and sourcing trends, including extensive use of LinkedIn and social media channels, displaying persistence and aggressiveness in following up to obtain information; capability of utilizing enterprise-wide Applicant Tracking System; high proficiency with MS Office Suite
- Strong written and verbal communication skills, problem-solving and time management skills, the ability to work independently and multi-task, and negotiation skills are required.
- Ability to work with complexity and ambiguity as we work in an environment of growth and change.
- Flexibility and resilience to adapt to multiple demands, shifting priorities and changing business conditions.
Qualifications

At least three years of full-time or equivalent part-time, professional, or paraprofessional experience in a human resources field such as classification/job analysis, staffing, Civil Rights, and diversity, test development and validation, labor relations, or benefits administration.
Substitutions
A Bachelor’s or higher degree may be substituted for two years of the required experience on the basis of two years of education for one year of experience.
One year of education equals 30 semester hours. Education toward a degree will be prorated on the basis of proportion of the requirements actually completed.
