L3Harris is looking for an experienced Manager for our Network Systems Engineering organization. This position will manage a team of roughly 10-15 Network Systems Engineers that provide technical leadership for our military communications networks. In addition, this position will require frequent work as a Project or Systems Engineer on specific Production, Sustainment or Development contracts.
The Network Systems Engineering Manager is responsible for the functional management ofNetwork Systems Engineering personnel and encompasses responsibility for personnel management. Responsibilities will be worked in conjunction with other technical and direct labor tasking with approximately 50% of the role dedicated to management duties with the remaining 50% spent working directly on program and proposal activities.
The position will manage initial concept development, detailed network schematic, hardware/software implementation, test, and delivery. The ideal candidate will have a strongtechnical understanding of networkingusing current products and technologies like enterprise grade routers, firewalls, and switches.The manager will support bid and proposals, requirements analysis/management, task planning (using EVMS, IMS, MPM, and Management Plans/SEMPs), technical project management assistance (including reviews, reporting, and other documentation), design synthesis (in a multi-functional engineering environment), technical documentation (including generating statements of work and specifications), design oversight, build support, test support, repair support, subcontractor control, risk management, and in-house technical support during the operational life-cycle of the system.
Essential Functions:
Involvement in all phases of the system life cycle for various networked data link systems.
Subject matter expert with comprehensive knowledge in requirements analysis and networking system design, networking system integration and test, and operational support.
Provides leadership, management, direction, and technical oversight for the department.
Serves as a mentor in guiding the development and growth of engineering staff, encouraging application of system, software, and integration and test engineering best practices; fostering a proactive attitude and encouraging innovation; and reinforcing development of system-level requirements, concepts of operations (ConOps), and Interface Control Documents (ICDs) as necessary to define the system across a full stack of Engineering teams.
Drives application of systems engineering standards and best practices and process adherence; defines, evolves and tailors processes as needed for new requirements.
Supports technical and cost development of proposals, with technical guidance, resource planning, and technical and cost review.
Ability to lead other Engineers to achieve system goals and milestones.
Work with the various stakeholders to analyze process alignment with customer requirements and business objectives.
Conduct and/or participate in design reviews, change advisory boards, and technical interchange meetings.
Travel 10% as needed.
Active Secret US DoD clearance with the ability to obtain a TS/SCI clearance.
Required Qualifications:
Preferred Qualifications
Minimum of 2 years of prior or current management / project leadership role experience, as well as, 10 plus years of related Engineering experience.
Professional certification specific to the networking industry such as CCNA/CCNP/CCIE or equivalent.
Proficient understanding of networking architecture and design concepts along with basic understanding of the networking practices and procedures required to develop, test and deploy systems.
Experience with IPv4 and IPv6 network design, including IP subnetting, DNS, NTP, VoIP, QoS, and protocols including BGP, OSPF and EIGRP.
Experience with network and Next-Generation Firewall device configuration and troubleshooting (ideally, Cisco IOS/IOS-XE and NGFW).
Strong understanding of features like GRE, IPsec, DMVPN, IP quality-of-service, VLANs, and multicast.
Strong understanding of network security features like IP access-lists and stateful protocol inspections.
Familiar with network management protocols, like SNMP, SSH, syslog, RADIUS/TACACS.
Experience in DoD system development processes, documentation, and sustainment.
Understanding of DoD acquisition practices and business development environment.
Experience utilizing Earned Value (EVMS) methods to manage the cost and schedule performance of technical projects.
Strong understanding of requirements management and validation processes using tools like DOORS
Effective coordination of project(s) and efforts of technical support personnel
Demonstrated ability to recruit, motivate, and retain first-class engineering talent.
Strong Presentation and communication skills (verbal/written/visual)
Ability to interact with senior customer organizations and personnel.
Effective problem-solving skills and the ability to meet critical deadlines
