Job Summary
Provides support to Deloitte’s portfolio of product and product bases solution Enterprise Contract Vehicles (ECV) as a part of the Deloitte Government and Public Services sector. Manages activities related to complex contractual matters associated with the pre and post award management of ECV (Federal, state, and local municipalities) vehicles. Examples of the ECV contracts can include the GSA Schedules/GWAC/MACs and State, Local, Higher Education (SLHE) such as NASPO ValuePoint. Provides advice that shapes win strategies to enable Deloitte to secure positions on ECVs. Interfaces with internal and external clients, performs contract negotiations and ensures completion of various contract projects.
Performs detailed reviews and provides analysis of matters related to the sale and resale of products/software solutions on ECV contracts and communicates results to inform proposal strategy and development. Individuals in this role will have the ability interface strategically with client representatives responsible for both developing policies related to ECV vehicles and their administration regarding sale and resale of products/software. Actively participates in the development and implementation of compliance processes related to the sale of products/software under an ECV contract. Manages ECV portfolio compliance program and trains account team and assigned staff to ensure contracts administration is conducted in an efficient and compliant manner. Ability to effectively and persuasively communicate with subordinates, peers, internal leadership and clients.

Work You’ll Do
Possesses a working knowledge of the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR).
Lead in proposal development processes, including planning, organizing, scheduling, ensuring compliance, writing, preparing, and communicating status reports, critiquing and making improvement recommendations, coordinating and assisting in proposal production, and all related tasks necessary.
Develop proposal to add and maintain add products/software to assigned GSA MAS and SLHE contract vehicles
Gain concurrence from all stakeholders on all proposal and operational readiness aspects prior to submission
Monitors assigned proposals to identify compliance risk areas and opportunities.
Performs other job-related duties as assigned.
The Team
The GPSC Enterprise Contract Management & Operations team is responsible for the contract administration activities for vehicles held by the Deloitte Government and Public Services (GPS) Practice. The Contracts Manager will provide the necessary support to achieve compliant delivery of key contract administration activities. The Contracts Manager will work directly with team members, other Contracts personnel, Project Engagement Leadership and Enabling Area POCs to coordinate all the relevant information required to facilitate compliant contract management.
Qualifications
Required
Bachelor’s degree
8+ years of experience contract administration and or management.
Experience developing proposals to obtain a GSA MAS contract and experience administering and meeting ongoing requirements of a GSA MAS contract.
Project management experience
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
All candidates must be willing and able to travel as needed for their clients, however, depending on staffing needs, post positions are in-office-based with limited travel required.
Ability to travel 5%, on average, based on the work you do and the clients and industries/sectors you serve
Preferred
Demonstrated experience with the development, submission, and negotiation of product related Governmentwide contract vehicles
Experience providing contractual support for the direct selling and reselling of products/software utilizing GSA MAS.
Demonstrated proficiency with MS Outlook, Excel and PowerPoint
Strong written and verbal communication skills
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $84,300 to $140,600.
