An employee in this position serves as the PennDOT Permit Coordinator for District 8-0 design, construction, and maintenance activities. In conjunction with the district Hydraulic and Hydrology Coordinator, reviews and submits Section 105/404 Waterway Obstruction Permit applications to DEP through the Keystone Environmental ePermitting System (KEES), and National Pollution Elimination (NPES) permits through the DEP GreenPort for approval.
As the District Permit Coordinator, the employee serves as a liaison between PennDOT District 8-0, the DEP Southcentral Region engineer and biologist funded positions, and other federal and state resource agencies to obtain permits and assist in addressing issues of regulatory compliance during design, construction, and maintenance activities.
This position requires the employee to work with District staff and consultants to monitor, inspect, and track all permit mitigation and stormwater control measures to ensure the district follows federal, state and local laws and regulations before, during and after construction is complete. The employee also provides technical support to design teams and organizes pre-application meetings with resource agencies and attends constructability reviews and ensures permit compliance is incorporated into the project contract through the Environmental Commitment and Tracking System. In addition, the employee coordinates permit related inspections and compliance issues with construction and maintenance units and consults with DEP staff to amend permits as needed and participates in post construction inspections. Ensures as-built plans, Notices of Termination for NPDES permits, and other documentation of permit compliance are submitted as required.
As a member of the District Stormwater Committee, the employee organizes stormwater plan reviews prior to NPDES permit submission. Participates in Environmental Preconstruction Meetings, Stormwater Self-Audits, and manages Visual Screening Inspection (VSI) and Conditional Assessment Inspection (CAI) inspections post construction. Recommends level of routine and corrective maintenance required for NPDES and Section 105 permits.
An employee in this position uses both in-house and consultant resources for assigned project and program activities. The employee also reviews consultant proposed technical proposals and man-hour estimates for permitting activities and reviews consultant invoices to prepare them for payment under Environmental open-end agreements.
Supervises three positions:
Environmental Planner for Maintenance – In coordination with the Highway Maintenance Manager, this position obtains DEP and Army Corps of Engineers permits related to small pipe replacements and bridge maintenance projects. Works with county staff to resolve threatened and endangered species conflicts. Audits maintenance activities for compliance with NPDES and Erosion and Sedimentation Control. Provides training to county staff.
Strategic Environmental Management Program (SEMP) Coordinator – In coordination with the District Maintenance Services Executive, ensures regulatory compliance and reporting of County facility waste management programs. Acts as District Storage Tank Coordinator to ensure storage tanks are inventoried and inspected, and any compliance issues are documented and addressed. Coordinates contracts for waste handling and disposal including the statewide waste remediation contract. Facilitates Combined Facility Response Plans (CFRPs) including Spill Prevention, Control, and Countermeasure (SPCC) Plans as needed. Ensures key county staff obtain waste management training and other training as needed.
Environmental Planner for Stormwater – This position is focused on construction compliance with waterway and NPDES permits, as well as tracking the termination of NPDES permits. Works with maintenance to support the district construction and post-construction stormwater monitoring program and MS-4 program. Assists Central Office in the maintenance of the district’s database inventory of Stormwater Control Measures and supporting plans and surveys.
The Environmental Planning Supervisor maintains spreadsheets documenting workflow. Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves, or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches, and counsels’ employees, and resolves problems. Participates in the development of training programs for Environmental Unit staff.
