PROJECT MANAGER (Data Science)

Starting Salary: Up to $92,820.00
This position will serve as the lead integrator and manager of internal department systems and data. The position will map where data currently resides within siloed systems and repositories, recommend how to consolidate those data sources where the benefits of doing so outweigh the costs, and propose how to keep department data fresh by streamlining data entry processes. The position will also design and implement ways to share data across the platforms that will remain and will improve data reporting to senior management. Once these improvements are operational, the position will be responsible for training department users, documenting the systems architecture, and support the systems over time in conjunction with the Department of Asset & Information Services (AIS). The position will also assist in producing better department data for public consumption, including maintaining datasets for the City data portal and improving the usefulness of the department’s website in communicating department initiatives to the public.
ESSENTIAL DUTIES
* Documents where the department currently houses its data and the core capabilities of the systems that house it
* Identifies opportunities to better utilize the department’s existing technology to meet the department’s operational and reporting needs, through both process and system changes, without further investment in costly new technology
* Works with senior management to prioritize those opportunities and estimate how long each will take to implement
* Develops a complete work plan with well-defined milestones that will guide the work described above
* Designs, builds, and tests the system changes that senior management has prioritized, including upgrades to existing systems and potential interfaces between systems
* Designs and builds queries and reports using existing technology, particularly those that leverage the City’s GIS mapping tools
* Writes procedure documents to support end-user skill building
* Leads user training sessions
* Designs and implements a simple issue tacking system using technology already available to the department
* Develops a service level agreement that will guide user support for the department
* Provides ongoing support to users of the department’s systems as articulated in the Service Level Agreement (SLA)
* Identifies and maintains data sets from the department on the City’s data portal
* Designs, builds, and maintains (in partnership with the department’s Public Information Officer and AIS) improvements to the department’s website, particularly regarding how the department shares with the public the services being provided
Additional duties may be required for this position
Location: City Hall, 10th Floor
Days: Monday – Friday
Hours: 9:00am – 5:00pm
THIS POSITION IS EXEMPT FROM THE CAREER SERVICE
MINIMUM QUALIFICATIONS
* Nine (9) years of project management work experience; OR
* Graduation from an accredited college or university with an Associate’s degree in Computer Science, Information Technology, or a related field, plus seven (7) years project management work experience; OR
* Graduation from an accredited college or university with a Bachelor’s degree in Computer Science, Information Technology, or a related field, plus five (5) years project management work experience; OR
* Graduation from an accredited college or university with a Master’s degree in Computer Science, Information Technology, or a related field, plus four (4) years project management work experience
NOTE: This position is funded through a grant and this employment opportunity is contingent on the availability and continuation of the grant supporting this position. The current grant is expected to be available through December 31st, 2024. The City will provide sufficient notice when the grant and employment opportunity expire.
SELECTION REQUIREMENTS
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, will be selected.
Preference will be given to candidates possessing the following:
* Knowledge of building custom made software and databases
* Ability to write SQL scripts for reporting
