Position Summary:
This is a highly responsible, professional, and administrative position that manages the City’s Community Services program, which oversees Federal CDBG and CRA Programs. An employee in this class manages and administers services and resources formulated to meet identified community needs and concerns. Programs and services include community redevelopment area and neighborhood improvements and redevelopment, rehabilitation and preservation, real estate acquisition and disposition, and public service activities. Duties include program and project planning, preparation and monitoring of budget and monitoring of fiscal activities. Maintains effective interfaces with City staff, contractors, other government agencies, and the public. Plans, budgets, oversees, and documents all aspects of specific projects. Work is performed under the supervision and direction of the City Manager or designee.
Essential Duties and Responsibilities: The following. Other duties may be assigned as dictated by operational necessity.
Prepares and/or contracts for plans, studies and/or reports needed to determine and respond to the community’s identified needs.
Prepares and/or reviews plans, specifications, guidelines, and essential documents for federal, state and local funded programs and project activities.
Oversees, monitors and controls programs and activities of the Community Service Unit, inclusive of CRA and CDBG projects and activities.
Serves as project manager for assigned departmental projects to monitor construction activities to assure compliance with design parameters and applicable federal, state and local regulations.
Monitors departmental programs and activities to assure compliance with applicable policies, guidelines, and regulations. Maintains compliance with federal and state regulation.
Serves as liaison between local citizens, funding agencies, consultants, contractors, and federal, county, and local governmental agencies.
Prepares reports to document departmental performance and accomplishments, including internal audit of program expenditures, requests for reimbursement of grant funded expenditures, and documentation for audit by independent CPA.
Seeks alternative funding sources, i.e., grants, bonding, private foundations, etc., to support development of planned improvements.
Represents the City at formal and informal meetings to share information about departmental services and enhance community relations.
Provides technical assistance to project team, city officials and specified advisory boards.
Reviews correspondence and reports and respond according to applicable organizational policies; respond to complaints and inquiries from the public.
Processes invoices for payment related to project or activities funded under specific programs.
Performs other related duties as required.

Ability to communicate effectively both orally and in writing to facilitate the open exchange of ideas and information.
Skill in preparing and presenting reports defining project progress, problems and solutions.
Skill in project management and the practical application of related principles, tools and techniques.
Education and Experience:
Graduation from an accredited college or university with a bachelor’s degree in public administration, urban planning, or related field preferred.
Five years of experience in planning and development, CDBG and CRA programs, grant writing, monitoring and evaluation, and/or customer service.
An equivalent combination of education, training, and experience may be substituted at the City’s discretion.
Certificates and Licenses:
Valid Florida driver’s license.
Emergency Responsibilities:
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, Emergency Management or City Administration. Such assignments may be before, during or after the emergency/disaster.
