Duties
Program Analyst positions are located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP), Division of Technology Measurement and Strategic Initiatives (DTMSI). BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. OTSP provides IT support to all aspects of BLS data development initiatives.
DTMSI’s mission is to establish IT policy for BLS; develop and administer IT contracts and budget; direct BLS initiatives in E-Gov, Earned Value Management, Enterprise Architecture, and Office of the Chief Information Officer reporting; establish management policy; and, manage the measurement of BLS and OTSP IT strategic goals.
To fulfill the above mission, DTMSI Program Analysts partake in the Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) program. FAC-COR is for acquisition professionals in the Federal Government performing contract management activities and functions. Contracting Officer’s Representatives (CORs) play a critical role in ensuring that contractors meet the commitment of their contracts. They facilitate proper development of requirements and assist Contracting Officers in developing and managing their contracts. The purpose of this program is to establish training and experience requirements for those acquisition professionals.

Applicants must meet at least one of the following Minimum Qualification requirements for education, specialized experience, or a combination of education and specialized experience. OR OR

The appointee must be a U.S. citizen to be eligible for conversion to the competitive service upon successful completion of the program.
This position is inside the bargaining unit, with a duty location within the Washington, D.C. metropolitan area, therefore, the position will be included in the Local 12, AFGE bargaining unit.
